44 R E S O L U T I O N
55 WHEREAS, A life dedicated to public service has drawn to a
66 close with the death of former Jim Hogg County Sheriff Gilberto
77 Saldaña Ybañez on August 27, 2022, at the age of 85; and
88 WHEREAS, A lifelong resident of Hebbronville, Gilberto
99 Ybañez was born to Esperanza and Jesus Ybañez on June 4, 1937, and
1010 he grew up with four siblings, Jesus, Baldemar, Palmira, and Juan;
1111 he was a member of the Hebbronville High School football team, and
1212 he went on to serve his nation in the U.S. Army and Army Reserve; and
1313 WHEREAS, Mr. Ybañez was certified as a peace officer at
1414 Laredo Junior College in 1972, and in 1980, he was elected sheriff
1515 of Jim Hogg County; affectionately known as "El Sherife," he held
1616 the position for 20 years, serving his community with dedication
1717 and integrity; a leader in his profession, he was elected in 1995 as
1818 the first Hispanic president of the Sheriffs' Association of Texas,
1919 and from 1985 to 1986, he also served as president of the Coastal
2020 Bend Peace Officers Association; and
2121 WHEREAS, Sheriff Ybañez further contributed to his community
2222 as a longtime supporter of the programs and activities of the Jim
2323 Hogg County Independent School District, particularly the D.A.R.E.
2424 and P.A.L. initiatives; moreover, he was a former president of the
2525 Lions Club and a member of the American Legion; and
2626 WHEREAS, A devoted father and grandfather, a dedicated public
2727 servant, and a proud son of Hebbronville, Gilberto Ybañez lived a
2828 rich and purposeful life, and he leaves behind a record of service
2929 that his loved ones can remember with pride; now, therefore, be it
3030 RESOLVED, That the House of Representatives of the 88th Texas
3131 Legislature hereby pay tribute to the memory of Gilberto Saldaña
3232 Ybañez and extend sincere condolences to the members of his family:
3333 to his sons, Ricardo G. Ybañez and his wife, Estela, and Roberto
3434 F. Ybañez; to his granddaughters, Alicia A. Ybañez and Dominique
3535 D. Ybañez; to the mother of his children, Alicia L. Garcia, and her
3636 husband, Hector; to his brother, Juan Joel Ybañez, and his wife,
3737 Nilda; to his nephews and nieces, Jesse, Johnny, Ivan, and Melissa
3838 Ybañez and Hope Kelley; and to his many other relatives and friends;
3939 and, be it further
4040 RESOLVED, That an official copy of this resolution be
4141 prepared for his family and that when the Texas House of
4242 Representatives adjourns this day, it do so in memory of Gilberto
4343 Saldaña Ybañez.
