5 | 5 | | WHEREAS, Residents of Mission lost an iconic civic leader |

6 | 6 | | with the passing of former mayor Norberto Salinas on May 25, 2023, |

7 | 7 | | at the age of 77; and |
---|
8 | 8 | | WHEREAS, Deeply committed to his community, "Beto" Salinas |
---|
9 | 9 | | began his career in public service in 1980 as the Hidalgo County |
---|
10 | 10 | | commissioner for Precinct 3, and he served in that capacity for 12 |
---|
11 | 11 | | years; in 1998, he won his first mayoral race, and he went on to lead |
---|
12 | 12 | | Mission for the next two decades; his achievements included |
---|
13 | 13 | | spearheading the effort to build the Anzalduas International |
---|
14 | 14 | | Bridge, and he was the longtime vice chair of the bridge board; |
---|
15 | 15 | | acting strategically, he benefited the community through long-term |
---|
16 | 16 | | planning, and he never hesitated to go to bat for his constituents; |
---|
17 | 17 | | and |
---|
18 | 18 | | WHEREAS, Mayor Salinas was appointed to statewide |
---|
19 | 19 | | organizations by four different governors and served on the |
---|
20 | 20 | | Indigent Health Care Advisory Task Force, the Texas Funeral Service |
---|
21 | 21 | | Commission, and the board of the Texas Department of Housing and |
---|
22 | 22 | | Community Affairs; in addition, he served as chair of the Lower Rio |
---|
23 | 23 | | Grande Valley Development Council Board of Directors and of the |
---|
24 | 24 | | Texas Department of Transportation Metropolitan Planning |
---|
25 | 25 | | Organization Policy Committee, and he served numerous other |
---|
26 | 26 | | organizations in leadership roles, among them the Hidalgo chapter |
---|
27 | 27 | | of the American Red Cross, the Mission Chamber of Commerce, and the |
---|
28 | 28 | | Boy Scouts of America; and |
---|
29 | 29 | | WHEREAS, The recipient of myriad accolades, Mayor Salinas was |
---|
30 | 30 | | named the 1987 Man of the Year for the City of Mission and the 2008 |
---|
31 | 31 | | Citizen of the Year by the Rotary Club of Mission; he was also |
---|
32 | 32 | | selected as Mr. Mission and inducted into the Rio Grande Valley |
---|
33 | 33 | | Walk of Fame; in private life, he was a rancher and businessman, |
---|
34 | 34 | | breeding Brahman cattle and serving as president of S&F Developers |
---|
35 | 35 | | and Builders; and |
---|
36 | 36 | | WHEREAS, Beto Salinas left a lasting and positive imprint on |
---|
37 | 37 | | Mission through his unwavering dedication to his community, and |
---|
38 | 38 | | although he will be deeply missed, his contributions will continue |

39 | 39 | | to resonate in the years to come; now, therefore, be it |
---|
40 | 40 | | RESOLVED, That the House of Representatives of the 88th Texas |

41 | 41 | | Legislature hereby pay tribute to the life of Norberto Salinas and |

42 | 42 | | extend sincere sympathy to the members of his family: to his |
