44 R E S O L U T I O N
55 WHEREAS, Former State Representative Jerry A. Madden of
66 Richardson is celebrating his 80th birthday on February 20, 2023,
77 to the great delight of his family and friends; and
88 WHEREAS, The son of Jerry and Lucille Madden, Jerry Madden
99 was born in Council Bluffs, Iowa, in 1943; he graduated from the
1010 United States Military Academy at West Point with a bachelor's
1111 degree in engineering; commissioned as a second lieutenant, field
1212 artillery, he served in Germany before his deployment to Vietnam in
1313 1968 as commanding officer of Battery A, 3rd Battalion of the 52nd
1414 Artillery Group's 6th Artillery; promoted to captain, he led his
1515 unit in movements all around the fire bases in the Central
1616 Highlands, supporting infantry units; from 1969 to 1971, he was
1717 stationed at Fort Sill in Oklahoma, where he was an instructor in
1818 nuclear, biological, and chemical weapons and worked on the project
1919 that developed the use of computers in fire control artillery; in
2020 addition to his Airborne and Ranger tabs, he received such
2121 decorations as the Vietnam Campaign Service Medal, the Army Good
2222 Conduct Medal, and the Armed Forces Expeditionary Medal; and
2323 WHEREAS, After completing six years of military service,
2424 Mr. Madden earned a master's degree in management and
2525 administration sciences from The University of Texas at Dallas; he
2626 was employed by Texas Instruments and then by Teledyne Geotech; in
2727 2000, he established Jerry Madden Insurance, which he sold upon his
2828 retirement eight years later; and
2929 WHEREAS, Mr. Madden has served his community in numerous
3030 leadership roles, including as president of the Collin County
3131 School Board and chair of the Collin County Hospital Board; he was
3232 instrumental in launching the Collin County Caring for Children
3333 program and served on its board; for many years, he was a member of
3434 the board of the Prisoner Entrepreneurship Program; dedicated to
3535 conservative principles, he served as a Republican party precinct
3636 chair and then as county GOP chair; and
3737 WHEREAS, In 1992, Mr. Madden was elected to the first of 10
3838 terms in the Texas House; he was a member of numerous committees and
3939 served as chair of the Corrections, Criminal Justice Oversight, and
4040 State Affairs Committees, as co-chair of the Select Committee on
4141 the Operation and Management of the Texas Youth Commission, and as
4242 vice chair of the Elections Committee; during his tenure, he won
4343 plaudits for such legislative initiatives as the 2007 criminal
4444 justice system reforms; the comprehensive changes allowed for
4545 rehabilitation opportunities, for the diversion of some prisoners
4646 into mental health and substance abuse treatment programs, and for
4747 improved probation and parole mechanisms resulting in cost savings
4848 and safer communities; he played a key role in juvenile justice
4949 reforms and judicial campaign fairness measures as well, and he
5050 advocated for victims' rights; and
5151 WHEREAS, Mr. Madden also demonstrated a deep commitment to
5252 retired and active members of the military, and he authored and
5353 secured passage of legislation ensuring that those on lengthy
5454 deployments would have their votes counted in elections, as well as
5555 legislation to protect military families by allowing them to defer
5656 property taxes during deployment; moreover, he proposed a
5757 constitutional amendment that later became law relating to ad
5858 valorem tax exemptions for disabled veterans and their families;
5959 sensitive to the needs of combat veterans, he was responsible for
6060 groundbreaking legislation creating Veteran Courts that have
6161 proven especially crucial to those in need of resources for such
6262 issues as post-traumatic stress disorder, service-related
6363 injuries, and homelessness; he coauthored successful legislation
6464 establishing a state virtual education system for the benefit of
6565 military personnel, and it proved invaluable for children across
6666 the state during the COVID-19 pandemic; named one of the 10 Best
6767 Legislators by Texas Monthly magazine in 2007, he was selected as
6868 American Legislative Exchange Council Legislator of the Year four
6969 years later; and
7070 WHEREAS, Along the way, Mr. Madden was appointed to the Texas
7171 State Council for Interstate Adult Offender Supervision; he made an
7272 impact beyond Texas as a member of the board of the Council of State
7373 Governments' Justice Center, as chair of the Law and Criminal
7474 Justice Committee formed by the National Conference of State
7575 Legislatures, and as co-chair of the National Conference of State
7676 Legislatures' Sentencing and Corrections Work Group; and
7777 WHEREAS, Since his retirement from public office, Mr. Madden
7878 has continued to serve in a number of capacities; he is a Senior
7979 Fellow for Right on Crime at the Texas Public Policy Foundation and
8080 a member of both the national board of the Prison Entrepreneurship
8181 Program and the board of Unlocking Doors; in addition, he serves the
8282 American Legislative Exchange Council as a member of the Texas
8383 Criminal Justice Integrity Unit; and
8484 WHEREAS, Over the years, Mr. Madden has been the recipient of
8585 numerous honors, including the inaugural Carmen Miller Michael
8686 Mental Health Advocate Prism Award and recognition from such
8787 organizations as the American Legion Department of Texas, Common
8888 Cause Texas, and the Texas Criminal Justice Coalition; in 2017, he
8989 garnered the Susan McHenry Golden Key Award for his tireless
9090 efforts in behalf of Criminal Justice Reform; he was also named a
9191 UT-Dallas Distinguished Alumnus; and
9292 WHEREAS, Devoted to his family, Mr. Madden shared a
9393 fulfilling marriage of 51 years with the love of his life, Barbara
9494 Madden, until her passing in 2017; the couple raised three
9595 treasured children, Jerry, Stephanie, and Kristina, and they were
9696 blessed with five grandchildren; and
9797 WHEREAS, A generous mentor and an inspiring role model to
9898 many, Jerry Madden is respected and admired by all who are
9999 privileged to know him, and as he celebrates this milestone, he may
100100 reflect with great satisfaction on his wide-ranging contributions;
101101 now, therefore, be it
102102 RESOLVED, That the House of Representatives of the 88th Texas
103103 Legislature hereby congratulate the Honorable Jerry A. Madden on
104104 the occasion of his 80th birthday and extend to him sincere best
105105 wishes for continued happiness; and, be it further
106106 RESOLVED, That an official copy of this resolution be
107107 prepared for Mr. Madden as an expression of high regard by the Texas
108108 House of Representatives.
