5 | 5 | | WHEREAS, Former State Representative Jerry A. Madden of |
---|
6 | 6 | | Richardson is celebrating his 80th birthday on February 20, 2023, |
---|
7 | 7 | | to the great delight of his family and friends; and |
---|
8 | 8 | | WHEREAS, The son of Jerry and Lucille Madden, Jerry Madden |
---|
9 | 9 | | was born in Council Bluffs, Iowa, in 1943; he graduated from the |
---|
10 | 10 | | United States Military Academy at West Point with a bachelor's |
---|
11 | 11 | | degree in engineering; commissioned as a second lieutenant, field |
---|
12 | 12 | | artillery, he served in Germany before his deployment to Vietnam in |
---|
13 | 13 | | 1968 as commanding officer of Battery A, 3rd Battalion of the 52nd |
---|
14 | 14 | | Artillery Group's 6th Artillery; promoted to captain, he led his |
---|
15 | 15 | | unit in movements all around the fire bases in the Central |
---|
16 | 16 | | Highlands, supporting infantry units; from 1969 to 1971, he was |
---|
17 | 17 | | stationed at Fort Sill in Oklahoma, where he was an instructor in |
---|
18 | 18 | | nuclear, biological, and chemical weapons and worked on the project |
---|
19 | 19 | | that developed the use of computers in fire control artillery; in |
---|
20 | 20 | | addition to his Airborne and Ranger tabs, he received such |
---|
21 | 21 | | decorations as the Vietnam Campaign Service Medal, the Army Good |
---|
22 | 22 | | Conduct Medal, and the Armed Forces Expeditionary Medal; and |
---|
23 | 23 | | WHEREAS, After completing six years of military service, |
---|
24 | 24 | | Mr. Madden earned a master's degree in management and |
---|
25 | 25 | | administration sciences from The University of Texas at Dallas; he |
---|
26 | 26 | | was employed by Texas Instruments and then by Teledyne Geotech; in |
---|
27 | 27 | | 2000, he established Jerry Madden Insurance, which he sold upon his |
---|
28 | 28 | | retirement eight years later; and |
---|
29 | 29 | | WHEREAS, Mr. Madden has served his community in numerous |
---|
30 | 30 | | leadership roles, including as president of the Collin County |
---|
31 | 31 | | School Board and chair of the Collin County Hospital Board; he was |
---|
32 | 32 | | instrumental in launching the Collin County Caring for Children |
---|
33 | 33 | | program and served on its board; for many years, he was a member of |
---|
34 | 34 | | the board of the Prisoner Entrepreneurship Program; dedicated to |
---|
35 | 35 | | conservative principles, he served as a Republican party precinct |
---|
36 | 36 | | chair and then as county GOP chair; and |
---|
37 | 37 | | WHEREAS, In 1992, Mr. Madden was elected to the first of 10 |
---|
38 | 38 | | terms in the Texas House; he was a member of numerous committees and |
---|
39 | 39 | | served as chair of the Corrections, Criminal Justice Oversight, and |
---|
40 | 40 | | State Affairs Committees, as co-chair of the Select Committee on |
---|
41 | 41 | | the Operation and Management of the Texas Youth Commission, and as |
---|
42 | 42 | | vice chair of the Elections Committee; during his tenure, he won |
---|
43 | 43 | | plaudits for such legislative initiatives as the 2007 criminal |
---|
44 | 44 | | justice system reforms; the comprehensive changes allowed for |
---|
45 | 45 | | rehabilitation opportunities, for the diversion of some prisoners |
---|
46 | 46 | | into mental health and substance abuse treatment programs, and for |
---|
47 | 47 | | improved probation and parole mechanisms resulting in cost savings |
---|
48 | 48 | | and safer communities; he played a key role in juvenile justice |
---|
49 | 49 | | reforms and judicial campaign fairness measures as well, and he |
---|
50 | 50 | | advocated for victims' rights; and |
---|
51 | 51 | | WHEREAS, Mr. Madden also demonstrated a deep commitment to |
---|
52 | 52 | | retired and active members of the military, and he authored and |
---|
53 | 53 | | secured passage of legislation ensuring that those on lengthy |
---|
54 | 54 | | deployments would have their votes counted in elections, as well as |
---|
55 | 55 | | legislation to protect military families by allowing them to defer |
---|
56 | 56 | | property taxes during deployment; moreover, he proposed a |
---|
57 | 57 | | constitutional amendment that later became law relating to ad |
---|
58 | 58 | | valorem tax exemptions for disabled veterans and their families; |
---|
59 | 59 | | sensitive to the needs of combat veterans, he was responsible for |
---|
60 | 60 | | groundbreaking legislation creating Veteran Courts that have |
---|
61 | 61 | | proven especially crucial to those in need of resources for such |
---|
62 | 62 | | issues as post-traumatic stress disorder, service-related |
---|
63 | 63 | | injuries, and homelessness; he coauthored successful legislation |
---|
64 | 64 | | establishing a state virtual education system for the benefit of |
---|
65 | 65 | | military personnel, and it proved invaluable for children across |
---|
66 | 66 | | the state during the COVID-19 pandemic; named one of the 10 Best |
---|
67 | 67 | | Legislators by Texas Monthly magazine in 2007, he was selected as |
---|
68 | 68 | | American Legislative Exchange Council Legislator of the Year four |
---|
69 | 69 | | years later; and |
---|
70 | 70 | | WHEREAS, Along the way, Mr. Madden was appointed to the Texas |
---|
71 | 71 | | State Council for Interstate Adult Offender Supervision; he made an |
---|
72 | 72 | | impact beyond Texas as a member of the board of the Council of State |
---|
73 | 73 | | Governments' Justice Center, as chair of the Law and Criminal |
---|
74 | 74 | | Justice Committee formed by the National Conference of State |
---|
75 | 75 | | Legislatures, and as co-chair of the National Conference of State |
---|
76 | 76 | | Legislatures' Sentencing and Corrections Work Group; and |
---|
77 | 77 | | WHEREAS, Since his retirement from public office, Mr. Madden |
---|
78 | 78 | | has continued to serve in a number of capacities; he is a Senior |
---|
79 | 79 | | Fellow for Right on Crime at the Texas Public Policy Foundation and |
---|
80 | 80 | | a member of both the national board of the Prison Entrepreneurship |
---|
81 | 81 | | Program and the board of Unlocking Doors; in addition, he serves the |
---|
82 | 82 | | American Legislative Exchange Council as a member of the Texas |
---|
83 | 83 | | Criminal Justice Integrity Unit; and |
---|
84 | 84 | | WHEREAS, Over the years, Mr. Madden has been the recipient of |
---|
85 | 85 | | numerous honors, including the inaugural Carmen Miller Michael |
---|
86 | 86 | | Mental Health Advocate Prism Award and recognition from such |
---|
87 | 87 | | organizations as the American Legion Department of Texas, Common |
---|
88 | 88 | | Cause Texas, and the Texas Criminal Justice Coalition; in 2017, he |
---|
89 | 89 | | garnered the Susan McHenry Golden Key Award for his tireless |
---|
90 | 90 | | efforts in behalf of Criminal Justice Reform; he was also named a |
---|
91 | 91 | | UT-Dallas Distinguished Alumnus; and |
---|
92 | 92 | | WHEREAS, Devoted to his family, Mr. Madden shared a |
---|
93 | 93 | | fulfilling marriage of 51 years with the love of his life, Barbara |
---|
94 | 94 | | Madden, until her passing in 2017; the couple raised three |
---|
95 | 95 | | treasured children, Jerry, Stephanie, and Kristina, and they were |
---|
96 | 96 | | blessed with five grandchildren; and |
---|
97 | 97 | | WHEREAS, A generous mentor and an inspiring role model to |
---|
98 | 98 | | many, Jerry Madden is respected and admired by all who are |
---|
99 | 99 | | privileged to know him, and as he celebrates this milestone, he may |
---|
100 | 100 | | reflect with great satisfaction on his wide-ranging contributions; |
