| 5 | 5 | | WHEREAS, March is Triple-Negative Breast Cancer Awareness |
|---|
| 6 | 6 | | Month, and this occasion provides a fitting opportunity to promote |
|---|
| 7 | 7 | | better understanding of this health issue; and |
|---|
| 8 | 8 | | WHEREAS, Breast cancer is one of the most commonly diagnosed |
|---|
| 9 | 9 | | cancers and the second leading cause of cancer death among women in |
|---|
| 10 | 10 | | the United States; the American Cancer Society estimates that in |
|---|
| 11 | 11 | | 2023, approximately 298,000 women in the U.S. will be diagnosed, |
|---|
| 12 | 12 | | and more than 43,000 women will lose their lives to the disease; and |
|---|
| 13 | 13 | | WHEREAS, One of the many forms of breast cancer, |
|---|
| 14 | 14 | | triple-negative breast cancer, or TNBC, accounts for about 15 to 20 |
|---|
| 15 | 15 | | percent of all diagnosed invasive breast cancer cases in the |
|---|
| 16 | 16 | | nation, with over 53,700 new cases identified in 2019; and |
|---|
| 17 | 17 | | WHEREAS, Due to its aggressive behavior, TNBC grows quickly, |
|---|
| 18 | 18 | | and it is more likely to have spread by the time of detection and to |
|---|
| 19 | 19 | | come back after treatment than other types of breast cancer; people |
|---|
| 20 | 20 | | diagnosed with metastatic TNBC have less than a 30 percent chance of |
|---|
| 21 | 21 | | surviving longer than five years; and |
|---|
| 22 | 22 | | WHEREAS, Triple-negative breast cancer cells do not contain |
|---|
| 23 | 23 | | three key receptors that medicines typically target in other types |
|---|
| 24 | 24 | | of breast cancers; therefore, there are limited options available |
|---|
| 25 | 25 | | for treatment; patients with an early diagnosis can often be |
|---|
| 26 | 26 | | treated with chemotherapy, radiation, and surgery, and recent |
|---|
| 27 | 27 | | innovations in targeted therapies have fueled the fight against the |
|---|
| 28 | 28 | | disease; and |
|---|
| 29 | 29 | | WHEREAS, Triple-negative breast cancer disproportionately |
|---|
| 30 | 30 | | affects younger women, Black and Hispanic women, women with type 2 |
|---|
| 31 | 31 | | diabetes or excess weight in the abdomen, and those with BRCA1 |
|---|
| 32 | 32 | | mutations; studies have shown that disease-specific mortality |
|---|
| 33 | 33 | | rates are often higher in patients of lower socioeconomic status, |
|---|
| 34 | 34 | | and compared to non-Hispanic white women, Black women are 48 |
|---|
| 35 | 35 | | percent less likely to receive guideline-adherent care and around |
|---|
| 36 | 36 | | twice as likely to die from the disease; and |
|---|
| 37 | 37 | | WHEREAS, While advances in screening and treatment have |
|---|
| 38 | 38 | | reduced the overall breast cancer mortality rate over the last few |
|---|
| 39 | 39 | | decades, the disproportionate impact of TNBC on racial and ethnic |
|---|
| 40 | 40 | | minority communities calls for a heightened awareness about the |
|---|
| 41 | 41 | | disease-related disparities in order to tackle inequities in health |
|---|
| 42 | 42 | | care delivery such as inadequate access to screening, diagnostic |
|---|
| 43 | 43 | | testing, and care; and |
|---|
| 44 | 44 | | WHEREAS, TNBC is a serious and life-threatening disease, and |
|---|
| 45 | 45 | | the observance of Triple-Negative Breast Cancer Awareness Month |
|---|
| 46 | 46 | | serves as a means of rallying support for increased early detection |
|---|
| 47 | 47 | | and ensuring quality care for all women; now, therefore, be it |
|---|
| 48 | 48 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 49 | 49 | | Legislature hereby recognize March 2023 as Triple-Negative Breast |

| 50 | 50 | | Cancer Awareness Month and urge all Texans to learn more about the |
