5	5	WHEREAS, The Texas Department of Transportation recognized
6	6	Duncan Webb with its prestigious Road Hand Award in January 2023;
7	7	and
8	8	WHEREAS, One of the highest honors bestowed by TxDOT, the
9	9	Road Hand Award was created in 1973 and is given to those
10	10	individuals who support and have led transportation projects and
11	11	programs that have impacted their communities; and
12	12	WHEREAS, Mr. Webb has served as Collin County commissioner
13	13	for Precinct 4 since 2011; in this position, he has played a key
14	14	role in transportation planning for the quickly growing region; he
15	15	has spearheaded two long-range studies to better understand the
16	16	highway and transit needs of the county and his leadership has been
17	17	integral to the county securing more than $600 million for new
18	18	limited-access roadways; moreover, he has served as chair of the
19	19	Regional Transportation Council and the Dallas Regional Mobility
20	20	Coalition, and he has partnered with TxDOT on successful planning
21	21	efforts along U.S. 380 and other corridors; and
22	22	WHEREAS, A Dallas native, Mr. Webb has been a resident of
23	23	Plano since 1983; he holds both a bachelor's and a doctor of
24	24	jurisprudence degree from Southern Methodist University and is the
25	25	founder of Webb & Webb law firm; over the years, he has lent his time
26	26	and expertise to such professional organizations as the Collin
27	27	County Bench Bar Foundation, Dallas Estate Planning Council, and
28	28	District 1A Grievance Committee of the State Bar of Texas; and
29	29	WHEREAS, Engaged in his community, Mr. Webb previously
30	30	served four terms on the Plano Independent School District Board of
31	31	Trustees, and he has held membership in numerous area
32	32	organizations, including Medical City Plano, the Assistance Center
33	33	of Collin County, the Plano Family YMCA, and the Plano Metro Rotary
34	34	Club; in 2020, he received the Distinguished Leadership Award from
35	35	the Plano Chamber of Commerce and Leadership Plano; and
36	36	WHEREAS, In all his endeavors, Mr. Webb has enjoyed the love
37	37	and support of his wife, Beth, and their daughters, Heather and
38	38	Melissa; the family was honored by the Plano Family YMCA as the 1997
39	39	Family of the Year, and the Plano Chamber of Commerce selected
40	40	Mr. Webb and his wife as its 2008 Citizens of the Year; and
41	41	WHEREAS, Throughout his notable career, Duncan Webb has
42	42	distinguished himself as an able leader and dedicated public
43	43	servant, and he may indeed reflect with pride on his many
44	44	accomplishments; now, therefore, be it
45	45	RESOLVED, That the House of Representatives of the 88th Texas
46	46	Legislature hereby congratulate Collin County commissioner Duncan
47	47	Webb on his receipt of a 2023 Road Hand Award from the Texas
48	48	Department of Transportation and extend to him sincere best wishes
49	49	for the future; and, be it further
50	50	RESOLVED, That an official copy of this resolution be
51	51	prepared for Mr. Webb as an expression of high regard by the Texas
52	52	House of Representatives.
