44 R E S O L U T I O N
55 WHEREAS, The area surrounding Joint Base San Antonio-Camp
66 Bullis was designated as a sentinel landscape in 2022 by the United
77 States Department of Defense, Department of Agriculture, and
88 Department of the Interior; and
99 WHEREAS, Sentinel landscapes are areas in which natural and
1010 working lands are well suited to protecting defense facilities from
1111 land use that is incompatible with the military's mission; once a
1212 location becomes a sentinel landscape, the DoD, USDA, and DOI work
1313 with local partners to equip private landowners with the resources
1414 necessary to carry out sustainable management practices; such
1515 activities as farming, ranching, and forestry deliver economic and
1616 ecological benefits while protecting defense facilities from
1717 development that could constrain important training and testing
1818 activities; and
1919 WHEREAS, In recent years, rapid population growth emanating
2020 from San Antonio and the I-35 corridor has begun to affect
2121 invaluable military operations and maneuver areas; Joint Base San
2222 Antonio-Camp Bullis, located in northern Bexar County on the
2323 Edwards Aquifer Recharge and Contributing Zones, is the only field
2424 training range for DoD medical personnel and U.S. Air Force
2525 security forces personnel; moreover, it provides a vital field
2626 training range for the Texas National Guard; designation as a
2727 sentinel landscape makes more resources available to willing
2828 landowners to ensure that operations can continue unimpeded; and
2929 WHEREAS, Formed to bolster the new sentinel landscape, the
3030 Camp Bullis Sentinel Landscape Partnership is a locally led
3131 coalition of more than 50 organizations, among them governmental
3232 bodies, conservation groups, and the Texas A&M University Natural
3333 Resources Institute; the partnership works to promote thoughtful
3434 land stewardship, supporting private landowners with technical and
3535 financial resources for a variety of needs, including improving
3636 soil health and infiltration, managing hillside erosion and
3737 creek-bank stability, and increasing native plant diversity and
3838 abundance; its efforts will help mitigate drought, flood, and
3939 wildfire risks and reduce light pollution, which impairs nighttime
4040 training; and
4141 WHEREAS, The training ranges at Joint Base San Antonio-Camp
4242 Bullis play a critical role in military preparedness, and the Camp
4343 Bullis Sentinel Landscape, supported by the Camp Bullis Sentinel
4444 Landscape Partnership, is safeguarding those ranges while also
4545 promoting agricultural and economic vitality and conserving
4646 natural resources; now, therefore, be it
4747 RESOLVED, That the House of Representatives of the 88th Texas
4848 Legislature hereby recognize the Camp Bullis Sentinel Landscape and
4949 commend the members of the Camp Bullis Sentinel Landscape
5050 Partnership for their commitment to its success; and, be it further
5151 RESOLVED, That official copies of this resolution be prepared
5252 for the Camp Bullis Sentinel Landscape and the Camp Bullis Sentinel
5353 Landscape Partnership as an expression of high regard by the Texas
5454 House of Representatives.
