44 R E S O L U T I O N
55 WHEREAS, The Texas AgriForestry Small Farmers and Ranchers
66 organization has rendered exceptional support to historically
77 underserved agricultural producers; and
88 WHEREAS, In 2017, a group of socially disadvantaged farmers
99 and ranchers in Nacogdoches County formed TASFR as a nonprofit
1010 dedicated to enhancing rural economies, conserving and managing
1111 natural resources, preventing the further decline of family farms,
1212 and improving the quality of life for minorities in rural areas;
1313 under the leadership of executive director Igalious "Ike" Mills,
1414 the organization serves communities across Texas, as well as
1515 Oklahoma and Arkansas, through its outreach, technical assistance,
1616 and research and development initiatives while promoting best
1717 practices in renewable energy efforts and new technology in farming
1818 and ranching operations; and
1919 WHEREAS, TASFR advocates for agricultural producers at the
2020 local, state, and national level, and it sponsors an annual
2121 Agriculture/Forestry Summit, where the U.S. Department of
2222 Agriculture provides disadvantaged farmers and ranchers with
2323 valuable information on a range of important topics; currently,
2424 TASFR is collaborating with Prairie View A&M University, Stephen
2525 F. Austin State University, Brigham Young University, and Duke
2626 University in an effort to further support farmers and ranchers and
2727 to increase program participation; and
2828 WHEREAS, Providing a wide range of educational
2929 opportunities, TASFR offers clients visits to farms and ranches,
3030 surplus pine tree seedling planting assistance, agency
3131 coordination for topography map and soil analysis, and youth and
3232 community gardening programs; additionally, the organization gives
3333 career and scholarship guidance and facilitates workshops on such
3434 subjects as farm management, estate and financial planning, and
3535 water quality; in carrying out its work, TASFR partners with a
3636 number of agencies and organizations, including the Natural
3737 Resources Conservation Service, the Farm Service Agency, and the
3838 Socially Disadvantaged Farmers and Ranchers Policy Research
3939 Center, among others; and
4040 WHEREAS, By helping historically underserved farmers and
4141 ranchers to achieve success, TASFR has greatly benefited
4242 communities throughout the Lone Star State and beyond, and all
4343 those associated with the organization may indeed take pride in
4444 their exceptional efforts; now, therefore, be it
4545 RESOLVED, That the House of Representatives of the 88th Texas
4646 Legislature hereby commend Texas AgriForestry Small Farmers and
4747 Ranchers for its myriad contributions and extend to the
4848 organization sincere best wishes for the future; and, be it further
4949 RESOLVED, That an official copy of this resolution be
5050 prepared for TASFR as an expression of high regard by the Texas
5151 House of Representatives.
