5 | 5 | | WHEREAS, Residents of Kerr County lost an admired civic |
---|
6 | 6 | | leader and friend to many with the passing of Herbert Allen Baldwin |
---|
7 | 7 | | on March 21, 2022, at the age of 73; and |
---|
8 | 8 | | WHEREAS, The youngest child of Cecil and Fannie Mae Baldwin, |
---|
9 | 9 | | "Buster" Baldwin was born in Fredericksburg on May 11, 1948; he |
---|
10 | 10 | | attended schools in Hunt and Kerrville; in 1972, he met his future |
---|
11 | 11 | | wife, Debbie, and they eloped on December 3 of that year; they were |
---|
12 | 12 | | blessed with two children, Bonnie and Jesse, and their family later |
---|
13 | 13 | | grew to include nine grandchildren, Taylor, Emily, Bailey Jo, |
---|
14 | 14 | | Joshua, Titus, Abby, Libby, Hudson, and Judah; Mr. Baldwin loved |
---|
15 | 15 | | supporting them all at their many athletic events; and |
---|
16 | 16 | | WHEREAS, In 1982, Mr. Baldwin joined the Hunt school board, |
---|
17 | 17 | | and he went on to become district director for U.S. Congressman Tom |
---|
18 | 18 | | Loeffler; he was elected to the Kerr County Commissioners Court |
---|
19 | 19 | | from Precinct 4 in 1987 and served until 1991, when he began a |
---|
20 | 20 | | five-year tenure as district director for State Representative |
---|
21 | 21 | | Harvey Hilderbran; from 1997 to 2016, he represented Precinct 1 on |
---|
22 | 22 | | the commissioners court; during nearly a quarter century on the |
---|
23 | 23 | | court, he played a key role in such projects as the renovation of |
---|
24 | 24 | | the courthouse annex and Turtle Creek School, the creation of new |
---|
25 | 25 | | district courtrooms, the passage of a bond to renovate the county |
---|
26 | 26 | | jail, and improvements to the Hill Country Youth Event Center; he |
---|
27 | 27 | | was admired by all for his diligence, dedication, and candor, and he |
---|
28 | 28 | | brightened the days of many with his sense of humor and gift for |
---|
29 | 29 | | storytelling; and |
---|
30 | 30 | | WHEREAS, Mr. Baldwin set an example of strong faith, and he |
---|
31 | 31 | | reveled in life's simple pleasures; passionate about music, he |
---|
32 | 32 | | enjoyed playing washtub bass with several groups; over the years, |
---|
33 | 33 | | he was seldom seen without a cherished canine companion by his side; |
---|
34 | 34 | | and |
---|
35 | 35 | | WHEREAS, Deeply devoted to his family and his community, |
---|
36 | 36 | | Buster Baldwin made a meaningful difference in the lives of his |
---|
37 | 37 | | loved ones and fellow citizens alike, and his contributions will be |
---|
38 | 38 | | fondly remembered for years to come; now, therefore, be it |
---|
39 | 39 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
40 | 40 | | Legislature hereby pay tribute to the memory of Herbert Allen |
---|
41 | 41 | | Baldwin and extend sincere sympathy to all who mourn his passing; |
---|
42 | 42 | | and, be it further |
---|
43 | 43 | | RESOLVED, That an official copy of this resolution be |

44 | 44 | | prepared for his family and that when the Texas House of |

45 | 45 | | Representatives adjourns this day, it do so in memory of Buster |
