| 5 | 5 | | WHEREAS, Randy Mankin of Sonora has been named the 2022 |

| 6 | 6 | | Outstanding News Media Person of the Year by the Texas Sheep and |
|---|
| 7 | 7 | | Goat Raisers Association; and |
|---|
| 8 | 8 | | WHEREAS, Mr. Mankin and his wife, Kathy, own and publish |
|---|
| 9 | 9 | | three community newspapers, the Eldorado Success, the Big Lake |
|---|
| 10 | 10 | | Wildcat, and the Devil's River News in Sonora; in addition, they own |
|---|
| 11 | 11 | | and operate a commercial print shop and a photography studio in Big |
|---|
| 12 | 12 | | Lake; for nearly three decades, they have reported on local events |
|---|
| 13 | 13 | | and issues of importance to area residents, as well as major news |
|---|
| 14 | 14 | | stories, including the arrival of cult leader Warren Jeffs in |
|---|
| 15 | 15 | | Schleicher County in 2004; the Mankins' newspapers have earned |
|---|
| 16 | 16 | | seven sweepstakes awards in the Texas Press Association Better |
|---|
| 17 | 17 | | Newspaper Contest, along with numerous other honors; Mr. Mankin is |
|---|
| 18 | 18 | | a former president of both the West Texas Press Association and the |
|---|
| 19 | 19 | | Texas Press Association, and he is a member of the Texas Newspaper |
|---|
| 20 | 20 | | Foundation board of directors; and |
|---|
| 21 | 21 | | WHEREAS, Active in his community, Mr. Mankin served for five |
|---|
| 22 | 22 | | years on the Eldorado City Council and another five years as city |
|---|
| 23 | 23 | | administrator, and as longtime board president of the Schleicher |
|---|
| 24 | 24 | | County Hospital District, he played an instrumental role in the |
|---|
| 25 | 25 | | passage of a bond election to build a new hospital, clinic, and |
|---|
| 26 | 26 | | nursing home; he is a valued congregant of Community Baptist Church |
|---|
| 27 | 27 | | in Eldorado, where he serves as a deacon and teaches a Bible study |
|---|
| 28 | 28 | | class; and |
|---|
| 29 | 29 | | WHEREAS, Mr. Mankin and his wife are the proud parents of two |
|---|
| 30 | 30 | | children, Sarah and J. L., and their family has grown to include |
|---|
| 31 | 31 | | three grandchildren, Kenna, Landon, and Wyatt; and |
|---|
| 32 | 32 | | WHEREAS, With his dedication, professionalism, and |
|---|
| 33 | 33 | | commitment to excellence, Randy Mankin has earned the lasting |
|---|
| 34 | 34 | | respect of his colleagues and fellow citizens alike, and this |
|---|
| 35 | 35 | | recent accolade is a fitting tribute to his many accomplishments; |
|---|
| 36 | 36 | | now, therefore, be it |

| 37 | 37 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 38 | 38 | | Legislature hereby congratulate Randy Mankin on being named the |
