5 | 5 | | WHEREAS, For nearly 40 years, the dedicated volunteers of |
---|
6 | 6 | | Child Advocates San Antonio have made a profound difference in the |
---|
7 | 7 | | lives of vulnerable children in Bexar County; and |
---|
8 | 8 | | WHEREAS, Child Advocates San Antonio was founded in 1984 by |
---|
9 | 9 | | the National Council of Jewish Women in San Antonio under the |
---|
10 | 10 | | leadership of Ellinor Forland and office manager Betty Zinn; the |
---|
11 | 11 | | organization is part of a nationwide network of Court Appointed |
---|
12 | 12 | | Special Advocates programs, which train volunteers to serve as the |
---|
13 | 13 | | official voice for abused and neglected children in the foster care |
---|
14 | 14 | | system; these special advocates are appointed by district court |
---|
15 | 15 | | judges, and they work tirelessly to help ensure that each child |
---|
16 | 16 | | finds a safe and permanent home; and |
---|
17 | 17 | | WHEREAS, Since the San Antonio chapter's inception, its |
---|
18 | 18 | | advocates have provided invaluable assistance to children in foster |
---|
19 | 19 | | care in Bexar County; last year alone, local CASA volunteers |
---|
20 | 20 | | devoted more than 18,000 hours, and in 2021 they drove over 160,000 |
---|
21 | 21 | | miles to ensure that their young clients received the care and |
---|
22 | 22 | | services they needed as they navigated the child welfare system; |
---|
23 | 23 | | the chapter has also served the community by facilitating events |
---|
24 | 24 | | such as a back-to-school giveaway, through which it distributed |
---|
25 | 25 | | backpacks to more than 1,000 local families; and |
---|
26 | 26 | | WHEREAS, On January 24, 2023, Child Advocates San Antonio |
---|
27 | 27 | | announced that it had been designated a trauma-informed certified |
---|
28 | 28 | | agency; the organization is one of only a few in Bexar County to |
---|
29 | 29 | | attain this certification, which underscores its commitment to |
---|
30 | 30 | | providing trauma-informed care to survivors of abuse and neglect; |
---|
31 | 31 | | and |
---|
32 | 32 | | WHEREAS, Child Advocates San Antonio has relied immensely on |
---|
33 | 33 | | the hard work, compassion, and drive of its volunteers in carrying |
---|
34 | 34 | | out its vital mission, and all those involved with the organization |
---|
35 | 35 | | are truly deserving of recognition for their generous service to |
---|
36 | 36 | | young Texans in need; now, therefore, be it |
---|
37 | 37 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
38 | 38 | | Legislature hereby honor Child Advocates San Antonio for its |
---|
39 | 39 | | outstanding work in behalf of foster children in Bexar County and |
---|
40 | 40 | | extend to those affiliated with the group sincere best wishes for |
---|
41 | 41 | | the future; and, be it further |

42 | 42 | | RESOLVED, That an official copy of this resolution be |
