 R E S O L U T I O N
 WHEREAS, Bleeding Disorders Awareness Month is being
 observed in March 2023 to focus attention on hemophilia and other
 hereditary bleeding disorders, which impact the lives of some three
 million Americans; and
 WHEREAS, Bleeding disorders are characterized by the body's
 inability to form proper blood clots, which occurs due to defects in
 platelets, clotting proteins, or blood vessels; although these
 diseases are almost always inherited, in rare cases, they may
 develop later in life when the body develops an autoimmune response
 to the blood's natural clotting factors; and
 WHEREAS, When the normal clotting process is diminished,
 patients may experience problems with bleeding excessively from
 relatively minor injuries; other symptoms can include easy
 bruising, unexplained nosebleeds, and anemia; if not treated
 effectively, bleeding disorders can be fatal; and
 WHEREAS, Hemophilia Awareness Month was first designated
 federally in March 1986; three decades later, in March 2016, the
 Department of Health and Human Services expanded the observance to
 include other bleeding disorders, such as von Willebrand disease;
 and
 WHEREAS, Bleeding disorders are life-changing and
 potentially deadly conditions, and Bleeding Disorders Awareness
 Month serves as a means of rallying support for vital research and
 resources that can help improve the outlook for those living with
 these diseases; now, therefore, be it
 RESOLVED, That the House of Representatives of the 88th Texas
 Legislature hereby recognize March 2023 as Bleeding Disorders
 Awareness Month and encourage all Texans to learn more about
 bleeding disorders.
