55 WHEREAS, Bleeding Disorders Awareness Month is being
66 observed in March 2023 to focus attention on hemophilia and other
77 hereditary bleeding disorders, which impact the lives of some three
88 million Americans; and
99 WHEREAS, Bleeding disorders are characterized by the body's
1010 inability to form proper blood clots, which occurs due to defects in
1111 platelets, clotting proteins, or blood vessels; although these
1212 diseases are almost always inherited, in rare cases, they may
1313 develop later in life when the body develops an autoimmune response
1414 to the blood's natural clotting factors; and
1515 WHEREAS, When the normal clotting process is diminished,
1616 patients may experience problems with bleeding excessively from
1717 relatively minor injuries; other symptoms can include easy
1818 bruising, unexplained nosebleeds, and anemia; if not treated
1919 effectively, bleeding disorders can be fatal; and
2020 WHEREAS, Hemophilia Awareness Month was first designated
2121 federally in March 1986; three decades later, in March 2016, the
2222 Department of Health and Human Services expanded the observance to
2323 include other bleeding disorders, such as von Willebrand disease;
2424 and
2525 WHEREAS, Bleeding disorders are life-changing and
2626 potentially deadly conditions, and Bleeding Disorders Awareness
2727 Month serves as a means of rallying support for vital research and
2828 resources that can help improve the outlook for those living with
2929 these diseases; now, therefore, be it
3030 RESOLVED, That the House of Representatives of the 88th Texas
3131 Legislature hereby recognize March 2023 as Bleeding Disorders
3232 Awareness Month and encourage all Texans to learn more about
3333 bleeding disorders.
