| 5 | 5 | | WHEREAS, Bleeding Disorders Awareness Month is being |
|---|
| 6 | 6 | | observed in March 2023 to focus attention on hemophilia and other |
|---|
| 7 | 7 | | hereditary bleeding disorders, which impact the lives of some three |
|---|
| 8 | 8 | | million Americans; and |
|---|
| 9 | 9 | | WHEREAS, Bleeding disorders are characterized by the body's |
|---|
| 10 | 10 | | inability to form proper blood clots, which occurs due to defects in |
|---|
| 11 | 11 | | platelets, clotting proteins, or blood vessels; although these |
|---|
| 12 | 12 | | diseases are almost always inherited, in rare cases, they may |
|---|
| 13 | 13 | | develop later in life when the body develops an autoimmune response |
|---|
| 14 | 14 | | to the blood's natural clotting factors; and |
|---|
| 15 | 15 | | WHEREAS, When the normal clotting process is diminished, |
|---|
| 16 | 16 | | patients may experience problems with bleeding excessively from |
|---|
| 17 | 17 | | relatively minor injuries; other symptoms can include easy |
|---|
| 18 | 18 | | bruising, unexplained nosebleeds, and anemia; if not treated |
|---|
| 19 | 19 | | effectively, bleeding disorders can be fatal; and |
|---|
| 20 | 20 | | WHEREAS, Hemophilia Awareness Month was first designated |
|---|
| 21 | 21 | | federally in March 1986; three decades later, in March 2016, the |
|---|
| 22 | 22 | | Department of Health and Human Services expanded the observance to |
|---|
| 23 | 23 | | include other bleeding disorders, such as von Willebrand disease; |
|---|
| 24 | 24 | | and |
|---|
| 25 | 25 | | WHEREAS, Bleeding disorders are life-changing and |
|---|
| 26 | 26 | | potentially deadly conditions, and Bleeding Disorders Awareness |
|---|
| 27 | 27 | | Month serves as a means of rallying support for vital research and |
|---|
| 28 | 28 | | resources that can help improve the outlook for those living with |
|---|
| 29 | 29 | | these diseases; now, therefore, be it |
|---|
| 30 | 30 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 31 | 31 | | Legislature hereby recognize March 2023 as Bleeding Disorders |
|---|
| 32 | 32 | | Awareness Month and encourage all Texans to learn more about |
|---|
| 33 | 33 | | bleeding disorders. |
