44 R E S O L U T I O N
55 WHEREAS, Cardiovascular disease is the leading cause of death
66 in the United States, and approximately 21 million U.S. patients
77 have been diagnosed with atherosclerotic cardiovascular disease,
88 indicating that they are at risk of a cardiovascular event; and
99 WHEREAS, In Texas, health care professionals have diagnosed
1010 angina, strokes, heart attacks, or coronary heart diseases for more
1111 than 1,790,000 adults, and these conditions have been identified as
1212 manifestations of atherosclerotic cardiovascular disease; in
1313 addition, over 864,000 adult Texans have reported experiencing a
1414 heart attack in their lifetime, and more than 798,000 have reported
1515 experiencing a stroke; the heart disease death rate in Texas is 328
1616 deaths per 100,000 individuals over the age of 35, surpassing the
1717 national rate of 319.5; and
1818 WHEREAS, Research shows that atherosclerotic cardiovascular
1919 disease is linked to the buildup of cholesterol in the arteries, and
2020 the risk of cardiovascular events can be reduced by decreasing
2121 low-density lipoprotein cholesterol (LDL-C) levels; nearly 70
2222 million U.S. adults had higher than recommended LDL-C levels in
2323 2016, and more than 43 million U.S. residents are currently being
2424 treated with lipid-lowering therapies to manage cardiovascular
2525 risk; statins are one of the leading lipid-lowering therapies, and
2626 20 percent of atherosclerotic cardiovascular disease patients
2727 taking statins have achieved healthy levels of LDL-C; and
2828 WHEREAS, The total direct and indirect cost of
2929 atherosclerotic cardiovascular disease in the U.S. was $555 billion
3030 in 2016, and the cost is projected to reach $1.1 trillion by 2035;
3131 each year, the State of Texas spends an estimated $10.53 billion on
3232 direct medical expenses for health care related to atherosclerotic
3333 cardiovascular disease; and
3434 WHEREAS, Cardiovascular diseases impact the lives of
3535 countless residents across the state, and it is vital that these
3636 Texans have access to quality health care; now, therefore, be it
3737 RESOLVED, That the House of Representatives of the 88th Texas
3838 Legislature hereby urge the Texas Department of State Health
3939 Services and the Texas Health and Human Services Commission to
4040 expand their comprehensive cardiovascular screening programs and
4141 explore ways to collaborate with federal and national agencies and
4242 organizations to establish or expand cardiovascular screening
4343 programs; and, be it further
4444 RESOLVED, That the Texas cardiovascular plan should be
4545 updated to enhance the quality of care rendered to patients and
4646 improve health outcomes; and, be it further
4747 RESOLVED, That the House of Representatives of the 88th Texas
4848 Legislature hereby express support for the creation of policies to
4949 lower the rates of death caused by atherosclerotic cardiovascular
5050 disease; and, be it further
5151 RESOLVED, That the chief clerk of the Texas House of
5252 Representatives forward an official copy of this resolution to the
5353 commissioners of the Texas Department of State Health Services and
5454 the Texas Health and Human Services Commission.
