5 | 5 | | WHEREAS, Employees, advocates, and partners of the energy |
---|
6 | 6 | | industry are celebrating Texas Energy Day at the State Capitol on |
---|
7 | 7 | | March 7, 2023; and |
---|
8 | 8 | | WHEREAS, Texas is the number one state in the U.S. for oil and |
---|
9 | 9 | | natural gas production, refining capacity, and pipeline miles; |
---|
10 | 10 | | moreover, the state has played an important part in helping our |
---|
11 | 11 | | nation become the world's leader in oil and gas production, which |
---|
12 | 12 | | has created an unprecedented level of American energy security; the |
---|
13 | 13 | | oil and gas industry also contributes greatly to the economic |
---|
14 | 14 | | well-being of the state by directly providing approximately 443,000 |
---|
15 | 15 | | jobs, with many more jobs indirectly tied to the oil and gas sector, |
---|
16 | 16 | | and in 2022 the industry generated nearly $25 billion in taxes and |
---|
17 | 17 | | royalties that helped fund such essential infrastructure as |
---|
18 | 18 | | schools, roads, and emergency services; and |
---|
19 | 19 | | WHEREAS, In 2022, Texas school districts received more than |
---|
20 | 20 | | $1.5 billion in property taxes from mineral properties producing |
---|
21 | 21 | | oil and natural gas, pipelines, and gas utilities, and Texas |
---|
22 | 22 | | counties received $608 million; the oil and gas industry also paid |
---|
23 | 23 | | $1.5 billion to the Economic Stabilization Fund last year and |
---|
24 | 24 | | another $2.1 billion to the Permanent University Fund; and |
---|
25 | 25 | | WHEREAS, The state's preeminent role in energy production has |
---|
26 | 26 | | been furthered through the use of fracking and other innovative |
---|
27 | 27 | | processes; many Texas oil and natural gas companies are leading the |
---|
28 | 28 | | way in developing new technologies designed to reduce water use, |
---|
29 | 29 | | expand water reuse, and increase the use of naturally occurring |
---|
30 | 30 | | salt water in their operations; and |
---|
31 | 31 | | WHEREAS, Because of advances in technology, carbon dioxide |
---|
32 | 32 | | emissions in the United States are at some of the lowest levels in |
---|
33 | 33 | | nearly three decades, and today, natural gas production has a |
---|
34 | 34 | | smaller carbon footprint than burning coal or petroleum products; |
---|
35 | 35 | | according to the Railroad Commission of Texas, the percentage of |
---|
36 | 36 | | natural gas flared out of all the natural gas produced in Texas |
---|
37 | 37 | | decreased by 73 percent between June 2019 and May 2021, with less |
---|
38 | 38 | | than two percent of the natural gas produced in Texas flared or |
---|
39 | 39 | | vented; further, even though oil and natural gas production have |
---|
40 | 40 | | skyrocketed, in 2020, methane emissions from the industry were down |
---|
41 | 41 | | 17 percent since 1990; and |
---|
42 | 42 | | WHEREAS, Oil and natural gas are used to make the vast |
---|
43 | 43 | | majority of products and materials that we use every day, including |
---|
44 | 44 | | plastics, medicines, computers, and more, and Texas is a vital |
---|
45 | 45 | | contributor to the nation's global energy leadership; and |
---|
46 | 46 | | WHEREAS, The Texas oil and natural gas industry plays an |
---|
47 | 47 | | essential role in securing our state and national economy and |
---|
48 | 48 | | advancing global stability, and it is indeed fitting that the Texas |
---|
49 | 49 | | energy industry and its partners be recognized for their |
---|
50 | 50 | | contributions to the Lone Star State; now, therefore, be it |
---|
51 | 51 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
52 | 52 | | Legislature hereby recognize March 7, 2023, as Texas Energy Day at |
---|
53 | 53 | | the State Capitol and extend to all those participating in the event |
---|
54 | 54 | | sincere best wishes for the future. |
