44 R E S O L U T I O N
55 WHEREAS, Employees, advocates, and partners of the energy
66 industry are celebrating Texas Energy Day at the State Capitol on
77 March 7, 2023; and
88 WHEREAS, Texas is the number one state in the U.S. for oil and
99 natural gas production, refining capacity, and pipeline miles;
1010 moreover, the state has played an important part in helping our
1111 nation become the world's leader in oil and gas production, which
1212 has created an unprecedented level of American energy security; the
1313 oil and gas industry also contributes greatly to the economic
1414 well-being of the state by directly providing approximately 443,000
1515 jobs, with many more jobs indirectly tied to the oil and gas sector,
1616 and in 2022 the industry generated nearly $25 billion in taxes and
1717 royalties that helped fund such essential infrastructure as
1818 schools, roads, and emergency services; and
1919 WHEREAS, In 2022, Texas school districts received more than
2020 $1.5 billion in property taxes from mineral properties producing
2121 oil and natural gas, pipelines, and gas utilities, and Texas
2222 counties received $608 million; the oil and gas industry also paid
2323 $1.5 billion to the Economic Stabilization Fund last year and
2424 another $2.1 billion to the Permanent University Fund; and
2525 WHEREAS, The state's preeminent role in energy production has
2626 been furthered through the use of fracking and other innovative
2727 processes; many Texas oil and natural gas companies are leading the
2828 way in developing new technologies designed to reduce water use,
2929 expand water reuse, and increase the use of naturally occurring
3030 salt water in their operations; and
3131 WHEREAS, Because of advances in technology, carbon dioxide
3232 emissions in the United States are at some of the lowest levels in
3333 nearly three decades, and today, natural gas production has a
3434 smaller carbon footprint than burning coal or petroleum products;
3535 according to the Railroad Commission of Texas, the percentage of
3636 natural gas flared out of all the natural gas produced in Texas
3737 decreased by 73 percent between June 2019 and May 2021, with less
3838 than two percent of the natural gas produced in Texas flared or
3939 vented; further, even though oil and natural gas production have
4040 skyrocketed, in 2020, methane emissions from the industry were down
4141 17 percent since 1990; and
4242 WHEREAS, Oil and natural gas are used to make the vast
4343 majority of products and materials that we use every day, including
4444 plastics, medicines, computers, and more, and Texas is a vital
4545 contributor to the nation's global energy leadership; and
4646 WHEREAS, The Texas oil and natural gas industry plays an
4747 essential role in securing our state and national economy and
4848 advancing global stability, and it is indeed fitting that the Texas
4949 energy industry and its partners be recognized for their
5050 contributions to the Lone Star State; now, therefore, be it
5151 RESOLVED, That the House of Representatives of the 88th Texas
5252 Legislature hereby recognize March 7, 2023, as Texas Energy Day at
5353 the State Capitol and extend to all those participating in the event
5454 sincere best wishes for the future.
