| 5 | 5 | | WHEREAS, Doris Speer is retiring as Tomball city secretary on |
|---|
| 6 | 6 | | March 1, 2023, drawing to a close a notable career with the |
|---|
| 7 | 7 | | municipality that has spanned more than three decades; and |
|---|
| 8 | 8 | | WHEREAS, In 1990, Ms. Speer joined the City of Tomball as |
|---|
| 9 | 9 | | assistant city secretary, a position she ably held for 13 years; she |
|---|
| 10 | 10 | | was promoted to city secretary in 2003, and over the course of her |
|---|
| 11 | 11 | | exemplary tenure, she has overseen everything from public meeting |
|---|
| 12 | 12 | | agendas to elections, and she has managed the city's records; |
|---|
| 13 | 13 | | additionally, she has provided crucial support to the mayor, the |
|---|
| 14 | 14 | | city council, and a multitude of city departments; during her 33 |
|---|
| 15 | 15 | | years as a city employee, she has served five mayors and seven city |
|---|
| 16 | 16 | | managers; and |
|---|
| 17 | 17 | | WHEREAS, Ms. Speer holds a designation as a Master Municipal |
|---|
| 18 | 18 | | Clerk and a bachelor's degree in business administration; a leader |
|---|
| 19 | 19 | | in her profession, she is an active member of the Texas Municipal |
|---|
| 20 | 20 | | Clerks Association and has previously served on the executive board |
|---|
| 21 | 21 | | of the TMCA Salt Grass Chapter; in 2019, she was recognized as |
|---|
| 22 | 22 | | Outstanding Municipal Clerk of the Year; and |
|---|
| 23 | 23 | | WHEREAS, Doris Speer's dedication, professionalism, and |
|---|
| 24 | 24 | | commitment to public service have greatly benefited the people of |
|---|
| 25 | 25 | | Tomball and earned her the respect and admiration of her peers, and |
|---|
| 26 | 26 | | she may indeed reflect with pride on a career well spent as she |
|---|
| 27 | 27 | | embarks on the next exciting chapter of her life; now, therefore, be |
|---|

| 29 | 29 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 30 | 30 | | Legislature hereby congratulate Doris Speer on her retirement from |
|---|
| 31 | 31 | | the City of Tomball and extend to her sincere best wishes for the |
