55 WHEREAS, Spanish military and political leader Bernardo de
66 Gálvez fought bravely in behalf of American independence during the
77 American Revolutionary War; and
88 WHEREAS, Part of a prominent military family in Spain,
99 Bernardo Vicente Apolinar de Gálvez y Madrid was born in
1010 Macharaviaya in 1746 and joined the Spanish military as a teenager,
1111 beginning his career as a lieutenant in a war with Portugal; he made
1212 his first trip to the Americas as part of an inspection tour of the
1313 Viceroyalty of New Spain, and in 1769 he was commissioned to go to
1414 the northern frontier of New Spain, where he received a promotion to
1515 commandant of arms for Nueva Vizcaya and Sonora; after completing
1616 various assignments in Europe, he returned to New Spain as a member
1717 of the Louisiana Regiment in 1776; and
1818 WHEREAS, Named the governor of Louisiana the following year,
1919 Mr. Gálvez made vital contributions to the Revolutionary War
2020 effort; he initially worked to ship gunpowder, muskets, uniforms,
2121 medicine, and other supplies to American colonial rebels, and
2222 following Spain's declaration of war on Great Britain, he conducted
2323 a fierce campaign against the British along the Mississippi River
2424 and Gulf Coast; he also negotiated with the Texas governor to supply
2525 beef for the troops in the first cattle drives out of Texas; over
2626 the next few years, he defeated the British in battles at Bayou
2727 Manchac, Baton Rouge, Natchez, Mobile, and the Bahamas, and he
2828 commanded a two-month siege on Fort George in Pensacola, which
2929 ended with the British surrendering their West Florida capital;
3030 after the war, he went on to serve as governor of Cuba and as viceroy
3131 of New Spain; he died in 1786; and
3232 WHEREAS, In recognition of his achievements, Mr. Gálvez
3333 received commendation from the Continental Congress and letters of
3434 appreciation from Patrick Henry and Thomas Jefferson; the Bay of
3535 Galveston was also named in his honor, and the U.S. Congress
3636 conferred honorary citizenship on him in 2014; moreover, his
3737 hometown of Macharaviaya recognizes him with its annual Fourth of
3838 July celebration, which features a parade and a reenactment of his
3939 capture of Fort George in Pensacola; and
4040 WHEREAS, Bernardo de Gálvez played a pivotal role in the
4141 American Revolutionary War, and his contributions earned the
4242 lasting admiration and appreciation of all citizens; now,
4343 therefore, be it
4444 RESOLVED, That the House of Representatives of the 88th Texas
4545 Legislature hereby pay tribute to the life and legacy of Bernardo de
4646 Gálvez.
