44 R E S O L U T I O N
55 WHEREAS, Two employees at the Bellaire Town Square Family
66 Aquatic Center, Joshua Davis and Emily Heinzman, were honored with
77 Lifesaving Awards from the American Red Cross after participating
88 in the rescue of two swimmers in June 2022; and
99 WHEREAS, The incidents, which involved a four-year-old boy
1010 and a nine-year-old girl, occurred within 10 minutes of one
1111 another; the first child was hurt while attempting to jump from the
1212 pool's diving board, leading Mr. Davis, a lifeguard, to activate
1313 his whistle to signal an emergency; Mr. Davis performed an
1414 assessment of the victim before pool manager Emily Heinzman and the
1515 head lifeguard on duty took over, allowing him to return to his
1616 post; and
1717 WHEREAS, Joshua Davis once again took emergency action after
1818 observing that another child who entered the pool, the second
1919 victim, was struggling to swim; the lifeguard quickly swam to the
2020 child, who was at risk of drowning, and was assisted in rendering
2121 aid to the victim by Ms. Heinzman and three additional lifeguards;
2222 and
2323 WHEREAS, Mr. Davis, who is currently a student at Howard
2424 University in Washington, D.C., received the Red Cross Lifesaving
2525 Award for his involvement in the rescue of both children;
2626 Ms. Heinzman was likewise presented with the Red Cross Lifesaving
2727 Award for Instructors in recognition of her role in training
2828 Mr. Davis; and
2929 WHEREAS, Faced with back-to-back emergencies involving two
3030 young swimmers, these individuals swiftly and skillfully
3131 implemented the skills that they had learned in their training, and
3232 their heroic actions truly merit special recognition; now,
3333 therefore, be it
3434 RESOLVED, That the House of Representatives of the 88th Texas
3535 Legislature hereby congratulate Joshua Davis and Emily Heinzman on
3636 their receipt of Lifesaving Awards from the American Red Cross and
3737 extend to them sincere best wishes for the future; and, be it
3838 further
3939 RESOLVED, That official copies of this resolution be prepared
4040 for Mr. Davis and Ms. Heinzman as an expression of high regard by
4141 the Texas House of Representatives.
