5 | 5 | | WHEREAS, Demonstrating exceptional skill and quick thinking, |

6 | 6 | | a number of first responders and family members worked together to |
---|
7 | 7 | | render lifesaving aid to Wayne Pullen, a retired member of the Texas |
---|
8 | 8 | | Highway Patrol, on December 19, 2022; and |
---|
9 | 9 | | WHEREAS, On that evening, Captain Pullen was visiting with |
---|
10 | 10 | | his daughter, Cyndi Patterson, and son-in-law, Tom Patterson, at |
---|
11 | 11 | | their home in Lumberton, when he experienced a sudden cardiac |
---|
12 | 12 | | arrest; Mr. Patterson began performing CPR while Ms. Patterson |
---|
13 | 13 | | called 9-1-1 and then contacted Greg Smith, a nurse practitioner |
---|
14 | 14 | | who was not far from the family home; around this time, the |
---|
15 | 15 | | Pattersons' son-in-law Jake Droddy arrived on the scene and |
---|
16 | 16 | | assisted Mr. Patterson with CPR; and |
---|
17 | 17 | | WHEREAS, Greg Smith and Fire Chief Jeffrey McNeel of |
---|
18 | 18 | | Lumberton Fire & EMS soon took over from Mr. Patterson and |
---|
19 | 19 | | Mr. Droddy and continued performing CPR on Captain Pullen; the two |
---|
20 | 20 | | men determined that the victim, whose pulse could not be detected, |
---|
21 | 21 | | needed to be resuscitated with the automated external defibrillator |
---|
22 | 22 | | that Chief McNeel had brought to the scene; he continued |
---|
23 | 23 | | compressions while Captain Dakota Collier established an airway, |
---|
24 | 24 | | and firefighter Jessica Garza quickly applied the AED; working |
---|
25 | 25 | | together, they restored Captain Pullen's heartbeat; and |
---|
26 | 26 | | WHEREAS, Captain Pullen was treated at hospitals in Beaumont |
---|
27 | 27 | | and Houston, where he is continuing to make remarkable strides |
---|
28 | 28 | | toward being fully rehabilitated; his doctors credited his survival |
---|
29 | 29 | | to the swift actions taken by the five people who intervened to save |
---|
30 | 30 | | his life before emergency medical help arrived; these individuals |
---|
31 | 31 | | are notably all first responders by profession, as Cyndi Patterson |
---|
32 | 32 | | is a retired dispatcher with the Hardin County Sheriff's Office, |
---|
33 | 33 | | Tom Patterson and Jake Droddy are both deputies with the Jefferson |
---|
34 | 34 | | County Sheriff's Office, and Greg Smith is a deputy with the Hardin |
---|
35 | 35 | | County Precinct 5 Constable's Office; and |
---|
36 | 36 | | WHEREAS, By applying their training in a time of crisis, |
---|
37 | 37 | | these seven individuals acted quickly and decisively to provide |
---|
38 | 38 | | vital assistance, and in so doing, they helped to avert what could |
---|
39 | 39 | | have been a terrible tragedy; now, therefore, be it |
---|
40 | 40 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
41 | 41 | | Legislature hereby commend Cyndi Patterson, Tom Patterson, Jake |
---|
42 | 42 | | Droddy, Greg Smith, Jeffrey McNeel, Dakota Collier, and Jessica |
---|
43 | 43 | | Garza for their outstanding efforts during a medical emergency and |
---|
44 | 44 | | extend to them sincere best wishes for the future. |
