44 R E S O L U T I O N
55 WHEREAS, Demonstrating exceptional skill and quick thinking,
66 a number of first responders and family members worked together to
77 render lifesaving aid to Wayne Pullen, a retired member of the Texas
88 Highway Patrol, on December 19, 2022; and
99 WHEREAS, On that evening, Captain Pullen was visiting with
1010 his daughter, Cyndi Patterson, and son-in-law, Tom Patterson, at
1111 their home in Lumberton, when he experienced a sudden cardiac
1212 arrest; Mr. Patterson began performing CPR while Ms. Patterson
1313 called 9-1-1 and then contacted Greg Smith, a nurse practitioner
1414 who was not far from the family home; around this time, the
1515 Pattersons' son-in-law Jake Droddy arrived on the scene and
1616 assisted Mr. Patterson with CPR; and
1717 WHEREAS, Greg Smith and Fire Chief Jeffrey McNeel of
1818 Lumberton Fire & EMS soon took over from Mr. Patterson and
1919 Mr. Droddy and continued performing CPR on Captain Pullen; the two
2020 men determined that the victim, whose pulse could not be detected,
2121 needed to be resuscitated with the automated external defibrillator
2222 that Chief McNeel had brought to the scene; he continued
2323 compressions while Captain Dakota Collier established an airway,
2424 and firefighter Jessica Garza quickly applied the AED; working
2525 together, they restored Captain Pullen's heartbeat; and
2626 WHEREAS, Captain Pullen was treated at hospitals in Beaumont
2727 and Houston, where he is continuing to make remarkable strides
2828 toward being fully rehabilitated; his doctors credited his survival
2929 to the swift actions taken by the five people who intervened to save
3030 his life before emergency medical help arrived; these individuals
3131 are notably all first responders by profession, as Cyndi Patterson
3232 is a retired dispatcher with the Hardin County Sheriff's Office,
3333 Tom Patterson and Jake Droddy are both deputies with the Jefferson
3434 County Sheriff's Office, and Greg Smith is a deputy with the Hardin
3535 County Precinct 5 Constable's Office; and
3636 WHEREAS, By applying their training in a time of crisis,
3737 these seven individuals acted quickly and decisively to provide
3838 vital assistance, and in so doing, they helped to avert what could
3939 have been a terrible tragedy; now, therefore, be it
4040 RESOLVED, That the House of Representatives of the 88th Texas
4141 Legislature hereby commend Cyndi Patterson, Tom Patterson, Jake
4242 Droddy, Greg Smith, Jeffrey McNeel, Dakota Collier, and Jessica
4343 Garza for their outstanding efforts during a medical emergency and
4444 extend to them sincere best wishes for the future.
