| 5 | 5 | | WHEREAS, World Down Syndrome Day is being held at the State |

| 6 | 6 | | Capitol on March 21, 2023, with the theme of "With Us Not For Us"; |

| 8 | 8 | | WHEREAS, Down syndrome, the most commonly occurring |
|---|
| 9 | 9 | | chromosomal condition, occurs in individuals who have a full or |
|---|
| 10 | 10 | | partial extra copy of chromosome 21; one of every 700 babies born in |
|---|
| 11 | 11 | | the United States each year is born with Down syndrome; and |
|---|
| 12 | 12 | | WHEREAS, Medical advances have significantly increased the |
|---|
| 13 | 13 | | life expectancy of people with Down syndrome, which is now |
|---|
| 14 | 14 | | approaching that of peers without the condition; in addition to the |
|---|
| 15 | 15 | | advantages of modern medicine, support groups and other resources |
|---|
| 16 | 16 | | are now available in nearly every community in the United States; |
|---|
| 17 | 17 | | and |
|---|
| 18 | 18 | | WHEREAS, When provided with quality education programs, a |
|---|
| 19 | 19 | | stimulating home environment, good health care, and support from |
|---|
| 20 | 20 | | family and friends, people with Down syndrome can lead fulfilling |
|---|
| 21 | 21 | | and productive lives; much progress has been made through the |
|---|
| 22 | 22 | | vision and hard work of parents, researchers, medical |
|---|
| 23 | 23 | | professionals, and other advocates, who have helped secure the |
|---|
| 24 | 24 | | rights of people with Down syndrome to live at home, attend schools, |
|---|
| 25 | 25 | | access appropriate health care, get married, find work, and |
|---|
| 26 | 26 | | contribute to society; instead of a charity-based approach, this |
|---|
| 27 | 27 | | year's theme of "With Us Not For Us" promotes a human rights-based |
|---|
| 28 | 28 | | approach that emphasizes the right of those with disabilities to be |
|---|
| 29 | 29 | | treated fairly and have the same opportunities available to others; |

| 31 | 31 | | WHEREAS, In 2011, the United Nations General Assembly |

| 32 | 32 | | declared March 21 as World Down Syndrome Day; this year, the State |

| 33 | 33 | | of Texas is joining with countries around the globe in recognition |

| 34 | 34 | | of this special event, and all Texans are encouraged to take part by |

| 35 | 35 | | helping to build a culture of greater respect and inclusion for |
