5 | 5 | | WHEREAS, The Honorable Robert L. Hurley retired as Atascosa |
---|
6 | 6 | | County judge on December 31, 2022, following an exemplary |
---|
7 | 7 | | eight-year tenure in office; and |
---|
8 | 8 | | WHEREAS, Elected to the first of two terms on January 1, 2015, |
---|
9 | 9 | | Judge Hurley worked tirelessly to bring positive change to the |
---|
10 | 10 | | county, including numerous capital improvements; the county built a |
---|
11 | 11 | | much-needed animal control shelter, as well as a new office |
---|
12 | 12 | | building for the Precinct 3 justice of the peace, featuring a |
---|
13 | 13 | | revenue-generating truck weigh station; a new courthouse annex not |
---|
14 | 14 | | only relieved crowding, but anticipates future growth; and |
---|
15 | 15 | | WHEREAS, Judge Hurley collaborated effectively with |
---|
16 | 16 | | stakeholders to develop an intercity mass transit system; during |
---|
17 | 17 | | the COVID-19 pandemic, he led a robust response, and he brought the |
---|
18 | 18 | | first San Antonio Food Bank to the county; he undertook |
---|
19 | 19 | | modernization of bill payments and the employee compensation |
---|
20 | 20 | | system; while remaining focused on cost control and property tax |
---|
21 | 21 | | reduction, he supported staff members wholeheartedly; he launched a |
---|
22 | 22 | | wellness initiative, committed to an improved health insurance |
---|
23 | 23 | | plan, and implemented a safety program with a new safety manager; in |
---|
24 | 24 | | addition, he hired the county's first IT manager and supervised |
---|
25 | 25 | | overhauls of the EMS system and indigent health care; and |
---|
26 | 26 | | WHEREAS, In his role as judge of the probate and juvenile |
---|
27 | 27 | | courts, Judge Hurley demonstrated similar dynamism; he spearheaded |
---|
28 | 28 | | the effort to clear up years of probate case closures and expired |
---|
29 | 29 | | guardianship cases, created a court visitor program to supervise |
---|
30 | 30 | | active guardianship cases, and secured a grant to establish a |
---|
31 | 31 | | public defender program in concert with three other counties; the |
---|
32 | 32 | | juvenile detention center now has a rehab treatment facility; and |
---|
33 | 33 | | WHEREAS, Judge Hurley served on the board of the Alamo Area |
---|
34 | 34 | | Council of Governments during his tenure; previously, he was a |
---|
35 | 35 | | member of the Pleasanton City Council, and he was twice elected |
---|
36 | 36 | | mayor; he has shared his expertise with a host of civic |
---|
37 | 37 | | organizations over the years, among them the Atascosa County |
---|
38 | 38 | | Economic Development Corporation and Atascosa County Mental Health |
---|
39 | 39 | | Advisory Board; in 2003, the Pleasanton Chamber of Commerce named |
---|
40 | 40 | | him Man of the Year; and |
---|
41 | 41 | | WHEREAS, A strong and energetic leader, Bob Hurley has |
---|
42 | 42 | | contributed significantly to the betterment of his community, and |
---|
43 | 43 | | his endeavors have produced results of lasting benefit to countless |
---|
44 | 44 | | Texans; now, therefore, be it |
---|
45 | 45 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
46 | 46 | | Legislature hereby congratulate Bob Hurley on his retirement as |
---|
47 | 47 | | Atascosa County judge and extend to him sincere best wishes for |
---|
48 | 48 | | continued happiness with his wife, June, and his children, |
---|
49 | 49 | | grandchildren, and great-grandchildren; and, be it further |
---|
50 | 50 | | RESOLVED, That an official copy of this resolution be |

51 | 51 | | prepared for Judge Hurley as an expression of high regard by the |
