44 R E S O L U T I O N
55 WHEREAS, The retirement of the Honorable Brent Carr as judge
66 of Tarrant County Criminal Court No. 9 on December 31, 2022,
77 concluded an exceptional tenure that spanned more than three
88 decades; and
99 WHEREAS, After graduating from the University of Tampa, Brent
1010 Carr joined the Marine Corps and served in Washington, D.C.,
1111 Oklahoma, Korea, and Japan; he later continued his education at the
1212 South Texas College of Law in Houston, and in 1983, he began working
1313 for the district attorney's office in Tarrant County; and
1414 WHEREAS, In 1991, this esteemed public official was elected
1515 as judge of Tarrant County Criminal Court No. 9; in the following
1616 years, he distinguished himself as a dedicated servant to the
1717 community; among his many responsibilities, he was the presiding
1818 judge over three specialty courts: the Tarrant County Mental Health
1919 Court, the Tarrant County Veterans Treatment Court, and the Tarrant
2020 County RISE program for female victims of sex trafficking; these
2121 initiatives give people a chance to be diverted from prosecution
2222 and have enhanced the lives of more than 1,000 participants; and
2323 WHEREAS, Judge Carr shared his expertise and insight as a
2424 member of the Judicial Commission on Mental Health, and he was a
2525 consultant for numerous specialty courts across the state of Texas;
2626 he was also a past chair of the Office of Court Administration's
2727 Specialty Court Advisory Committee and the Tarrant County Mental
2828 Health Association, as well as the inaugural chair of the Tarrant
2929 County Veterans Coalition; more recently, he was reappointed to the
3030 Specialty Courts Advisory Council by Governor Greg Abbott; in all
3131 his endeavors, he is supported by his wife and three children; and
3232 WHEREAS, Throughout his career, Judge Brent Carr
3333 demonstrated a steadfast commitment to the law and to the highest
3434 ideals of his profession, and it is indeed a privilege to recognize
3535 him for his outstanding public service; now, therefore, be it
3636 RESOLVED, That the House of Representatives of the 88th Texas
3737 Legislature hereby honor Brent Carr on the occasion of his
3838 retirement as judge of Tarrant County Criminal Court No. 9 and
3939 extend to him sincere best wishes as he embarks on the next exciting
4040 chapter of his life; and, be it further
4141 RESOLVED, That an official copy of this resolution be
4242 prepared for Judge Carr as an expression of high regard by the Texas
4343 House of Representatives.
