5 | 5 | | WHEREAS, The retirement of the Honorable Brent Carr as judge |
---|
6 | 6 | | of Tarrant County Criminal Court No. 9 on December 31, 2022, |
---|
7 | 7 | | concluded an exceptional tenure that spanned more than three |
---|
8 | 8 | | decades; and |
---|
9 | 9 | | WHEREAS, After graduating from the University of Tampa, Brent |
---|
10 | 10 | | Carr joined the Marine Corps and served in Washington, D.C., |
---|
11 | 11 | | Oklahoma, Korea, and Japan; he later continued his education at the |
---|
12 | 12 | | South Texas College of Law in Houston, and in 1983, he began working |
---|
13 | 13 | | for the district attorney's office in Tarrant County; and |
---|
14 | 14 | | WHEREAS, In 1991, this esteemed public official was elected |
---|
15 | 15 | | as judge of Tarrant County Criminal Court No. 9; in the following |
---|
16 | 16 | | years, he distinguished himself as a dedicated servant to the |
---|
17 | 17 | | community; among his many responsibilities, he was the presiding |
---|
18 | 18 | | judge over three specialty courts: the Tarrant County Mental Health |
---|
19 | 19 | | Court, the Tarrant County Veterans Treatment Court, and the Tarrant |
---|
20 | 20 | | County RISE program for female victims of sex trafficking; these |
---|
21 | 21 | | initiatives give people a chance to be diverted from prosecution |
---|
22 | 22 | | and have enhanced the lives of more than 1,000 participants; and |
---|
23 | 23 | | WHEREAS, Judge Carr shared his expertise and insight as a |
---|
24 | 24 | | member of the Judicial Commission on Mental Health, and he was a |
---|
25 | 25 | | consultant for numerous specialty courts across the state of Texas; |
---|
26 | 26 | | he was also a past chair of the Office of Court Administration's |
---|
27 | 27 | | Specialty Court Advisory Committee and the Tarrant County Mental |
---|
28 | 28 | | Health Association, as well as the inaugural chair of the Tarrant |
---|
29 | 29 | | County Veterans Coalition; more recently, he was reappointed to the |
---|
30 | 30 | | Specialty Courts Advisory Council by Governor Greg Abbott; in all |
---|
31 | 31 | | his endeavors, he is supported by his wife and three children; and |
---|
32 | 32 | | WHEREAS, Throughout his career, Judge Brent Carr |
---|
33 | 33 | | demonstrated a steadfast commitment to the law and to the highest |
---|
34 | 34 | | ideals of his profession, and it is indeed a privilege to recognize |
---|
35 | 35 | | him for his outstanding public service; now, therefore, be it |
---|
36 | 36 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
37 | 37 | | Legislature hereby honor Brent Carr on the occasion of his |
---|
38 | 38 | | retirement as judge of Tarrant County Criminal Court No. 9 and |
---|
39 | 39 | | extend to him sincere best wishes as he embarks on the next exciting |
---|
40 | 40 | | chapter of his life; and, be it further |

41 | 41 | | RESOLVED, That an official copy of this resolution be |
