44 R E S O L U T I O N
55 WHEREAS, The life of an esteemed physician drew to a close
66 with the passing of Dr. Harmon Watson Kelley of San Antonio on
77 January 26, 2023, at the age of 77; and
88 WHEREAS, Born in Cameron on June 22, 1945, Harmon Kelley was
99 the son of Harmon and Shirley Kelley; he grew up with four siblings,
1010 Constance, Danny, David, and Marvin, and he graduated as
1111 valedictorian of the Class of 1963 at O. J. Thomas High School; he
1212 was commissioned as an officer in the U.S. Army while studying at
1313 Prairie View A&M University, where he graduated cum laude, and he
1414 went on to earn his doctor of medicine degree from The University of
1515 Texas Medical Branch at Galveston; a member of the U.S. Army Medical
1616 Corps, he completed his obstetrics and gynecology residency at
1717 William Beaumont Army Medical Center in El Paso; and
1818 WHEREAS, Dr. Kelley was subsequently stationed at Fort Hood
1919 in Killeen, serving as chief of the obstetrics and gynecology
2020 department at the Darnall Army Medical Center; in 1978, he moved to
2121 San Antonio and founded Southeast OB-GYN Associates, P.A., where he
2222 practiced for 44 years; in other tenures, he served as chief of
2323 staff of the former Southeast Baptist Hospital and chair of the
2424 OB/GYN Department for the Baptist Health System; and
2525 WHEREAS, Widely respected, Dr. Kelley received the Ashbel
2626 Smith Distinguished Alumni Award, the highest honor bestowed by the
2727 UTMB School of Medicine Alumni Association; he also garnered the
2828 Baptist Health System W. B. Russ Lifetime Achievement Award and the
2929 prestigious Golden Aesculapius Award from the Bexar County Medical
3030 Society; in 2004, Dr. Harmon W. Kelley Elementary School in San
3131 Antonio was established in his honor; and
3232 WHEREAS, Dr. Kelley enjoyed the love and support of his wife
3333 of 53 years, Harriet, and he took great pride in their two
3434 daughters, Margaret and Jennifer; and
3535 WHEREAS, Deeply devoted to his family and his community,
3636 Dr. Harmon Kelley made a meaningful difference in the lives of his
3737 patients and fellow citizens, and his contributions will resonate
3838 for years to come; now, therefore, be it
3939 RESOLVED, That the House of Representatives of the 88th Texas
4040 Legislature hereby pay tribute to the memory of Dr. Harmon Watson
4141 Kelley and extend heartfelt condolences to the members of his
4242 family: to his wife, Harriet O'Banion Kelley; to his daughters,
4343 Dr. Margaret A. Kelley and Jennifer R. Kelley; to his sister,
4444 Constance Ward; to his brothers, Dr. Danny Kelley and his wife,
4545 Dr. Janice Kelley, and David Kelley and his wife, Karen Kelley; to
4646 his brother-in-law, Charles H. O'Banion, Esq.; and to all others
4747 who mourn his passing; and, be it further
4848 RESOLVED, That an official copy of this resolution be
4949 prepared for his family and that when the Texas House of
5050 Representatives adjourns this day, it do so in memory of Dr. Harmon
5151 Kelley.
