| 5 | 5 | | WHEREAS, Dr. Kelly R. Damphousse was appointed as the 10th |
|---|
| 6 | 6 | | president of Texas State University on April 21, 2022; and |
|---|
| 7 | 7 | | WHEREAS, A native of northern Canada, Kelly Damphousse moved |
|---|
| 8 | 8 | | during high school to southern Alberta, where he aspired as a young |
|---|
| 9 | 9 | | man to become an officer of the Royal Canadian Mounted Police; after |
|---|
| 10 | 10 | | receiving an associate's degree in law enforcement from Lethbridge |
|---|
| 11 | 11 | | Community College, he worked as a prison guard for three years |
|---|
| 12 | 12 | | before earning a bachelor's degree in criminal justice at Sam |
|---|
| 13 | 13 | | Houston State University and a master's degree and Ph.D. in |
|---|
| 14 | 14 | | sociology from Texas A&M University; and |
|---|
| 15 | 15 | | WHEREAS, A well-regarded scholar in the study of terrorism, |
|---|
| 16 | 16 | | substance abuse, and the criminal justice system, Dr. Damphousse |
|---|
| 17 | 17 | | began his career at the University of Alabama at Birmingham before |
|---|
| 18 | 18 | | returning to SHSU to teach; he then joined the faculty of the |
|---|
| 19 | 19 | | University of Oklahoma, where he was a Presidential Professor of |
|---|
| 20 | 20 | | Sociology as well as associate dean and dean of the College of Arts |
|---|
| 21 | 21 | | and Sciences at Oklahoma; he went on to serve as chancellor of |
|---|
| 22 | 22 | | Arkansas State University in Jonesboro for five years before |
|---|
| 23 | 23 | | becoming president of TXST in April 2022; and |
|---|
| 24 | 24 | | WHEREAS, Dr. Damphousse is also a national leader in |
|---|
| 25 | 25 | | collegiate athletics; he was the faculty athletics representative |
|---|
| 26 | 26 | | at the University of Oklahoma for five years, and he is currently a |
|---|
| 27 | 27 | | member of the NCAA Board of Directors and the NCAA Board of |
|---|
| 28 | 28 | | Governors and the board president of the Sun Belt Conference; in all |
|---|
| 29 | 29 | | his endeavors, he benefits from the love and support of his wife, |
|---|
| 30 | 30 | | Beth, as well as that of his daughters, Kayleigh and Kristen; and |
|---|
| 31 | 31 | | WHEREAS, Throughout his distinguished career, Kelly |
|---|
| 32 | 32 | | Damphousse has worked tirelessly to prepare students for the |
|---|
| 33 | 33 | | challenges and opportunities of a changing world, and he has |
|---|
| 34 | 34 | | demonstrated the vision and leadership necessary to advance the |
|---|
| 35 | 35 | | mission of Texas State University in the years to come; now, |
|---|
| 36 | 36 | | therefore, be it |

| 37 | 37 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 38 | 38 | | Legislature hereby congratulate Dr. Kelly R. Damphousse on his |
|---|
| 39 | 39 | | appointment as president of Texas State University and extend to |
|---|
| 40 | 40 | | him sincere best wishes for a successful tenure; and, be it further |
