44 R E S O L U T I O N
55 WHEREAS, Residents of Hays County lost a beloved educator
66 with the passing of Armando Chapa of Kyle on April 13, 2022, at the
77 age of 81; and
88 WHEREAS, The son of Jose and Alberta Chapa, Armando Chapa was
99 born in Houston on January 1, 1941; he graduated from The University
1010 of Texas at Austin and worked for the Gary Job Corps Center in San
1111 Marcos; in 1974, he was recruited by the Hays-Blanco Special
1212 Education Cooperative and was quickly promoted to special education
1313 supervisor and then principal of Hays Middle School; he went on to
1414 earn a master's degree in guidance and counseling from Prairie View
1515 A&M University, and in 1986, he became the founding principal of
1616 Wallace Middle School; thoughtful and caring, he took great
1717 satisfaction in advising students, and in the early 1990s, he began
1818 a long tenure as a counselor at Barton Middle School; and
1919 WHEREAS, Although he retired in 2004, Mr. Chapa continued to
2020 serve as a mentor in both the Hays Consolidated Independent School
2121 District and Lockhart ISD; admired by all for his firm yet
2222 collaborative leadership, great kindness, and marvelous sense of
2323 humor, he was a role model in the Hispanic community and used his
2424 platform to advocate tirelessly for education; in 2006, Hays ISD
2525 named a newly built middle school in his honor; and
2626 WHEREAS, Mr. Chapa was devoted to his wife of 55 years,
2727 Evangelina "Angie" Chapa, and their five daughters, Veronica,
2828 Cynthia, Rebecca, Jessica, and Cassandra; in later years, he knew
2929 the joy of welcoming into his family seven grandchildren,
3030 Christopher, Matthew, Jaxson, Jace, Joseph, Juliana, and Jordan; a
3131 man of faith, he was a valued parishioner of St. Anthony Marie de
3232 Claret Catholic Church and a member of the Knights of Columbus; he
3333 was an avid reader and sports fan, and he supported the Hays Rebels
3434 as a statistician, announcer, and journalist; and
3535 WHEREAS, Armando Chapa enriched the lives of generations of
3636 Central Texas students, and although he will be deeply missed by
3737 those he left behind, they will forever treasure their memories of
3838 his warmth, wisdom, and compassion; now, therefore, be it
3939 RESOLVED, That the House of Representatives of the 88th Texas
4040 Legislature hereby pay tribute to the life of Armando Chapa and
4141 extend sincere condolences to all who mourn his passing; and, be it
4242 further
4343 RESOLVED, That an official copy of this resolution be
4444 prepared for his family and that when the Texas House of
4545 Representatives adjourns this day, it do so in memory of Armando
4646 Chapa.
