5 | 5 | | WHEREAS, Rudy D. Garza was named president and CEO of CPS |

6 | 6 | | Energy in San Antonio in September 2022, becoming the first |
---|
7 | 7 | | Hispanic person to lead the utility; and |
---|
8 | 8 | | WHEREAS, Previously, Mr. Garza distinguished himself as |
---|
9 | 9 | | interim chief of CPS Energy, which is ranked as the country's |
---|
10 | 10 | | largest municipally owned electric and natural gas company; over |
---|
11 | 11 | | the course of just 10 months, he led the utility to the approval of |
---|
12 | 12 | | the first rate case in eight years, as well as the approval of the |
---|
13 | 13 | | next phase of energy efficiency and conservation programs, |
---|
14 | 14 | | representing significant innovation on a path to net zero; he also |
---|
15 | 15 | | engaged in fruitful discussions with the board of trustees and the |
---|
16 | 16 | | Rate Advisory Committee on future power generation planning; and |
---|
17 | 17 | | WHEREAS, Mr. Garza has more than 25 years of experience in |
---|
18 | 18 | | the utility industry, in both the public and private sectors; he |
---|
19 | 19 | | joined CPS Energy in 2012 and has served in a number of roles; |
---|
20 | 20 | | before becoming interim president and CEO, he was chief customer |
---|
21 | 21 | | and stakeholder engagement officer; as senior vice president of |
---|
22 | 22 | | distribution service and operations, he oversaw the maintenance and |
---|
23 | 23 | | construction activity of the electric distribution system; he also |
---|
24 | 24 | | served the company as vice president of external relations; and |
---|
25 | 25 | | WHEREAS, A graduate of The University of Texas at Austin, |
---|
26 | 26 | | Mr. Garza earned his bachelor's degree in electrical engineering |
---|
27 | 27 | | and went on to complete a master's degree in business |
---|
28 | 28 | | administration at the University of North Texas; he is a member of |
---|
29 | 29 | | the advisory board for the UT Cockrell School of Engineering; in |
---|
30 | 30 | | addition, he benefits the local community through his service on a |
---|
31 | 31 | | number of boards; and |
---|
32 | 32 | | WHEREAS, Rudy Garza has demonstrated exceptional skill, deep |
---|
33 | 33 | | knowledge, and a strong commitment to transparency, and CPS Energy |
---|
34 | 34 | | is sure to benefit greatly from his experienced leadership in the |
---|
35 | 35 | | years to come; now, therefore, be it |
---|
36 | 36 | | RESOLVED, That the House of Representatives of the 88th Texas |

37 | 37 | | Legislature hereby congratulate Rudy D. Garza on his appointment as |
---|
38 | 38 | | president and CEO of CPS Energy and extend to him sincere best |
