44 R E S O L U T I O N
55 WHEREAS, On January 11, 2023, U.S. Army Staff Sergeant (Ret.)
66 John Footman of Harker Heights was officially awarded the Bronze
77 Star Medal with Valor Device and the Purple Heart in a pinning
88 ceremony at Fort Hood; the presentation came 52 years after he
99 received the commendations in a more informal manner during his
1010 second tour of combat duty in the Vietnam War; and
1111 WHEREAS, Born and raised in Tallahassee, Florida,
1212 Mr. Footman was drafted for military service in 1967; eager to
1313 serve his country, he undertook training in Georgia and Louisiana
1414 before being sent to Vietnam for the first time in 1968; during that
1515 tour of duty, he was awarded his first Purple Heart medal after
1616 being wounded in the leg by enemy fire; he was subsequently posted
1717 to Germany, and in 1970 he valiantly volunteered to return to the
1818 war in Southeast Asia; and
1919 WHEREAS, During his second tour of duty, Mr. Footman fought
2020 with the 4th and 5th Infantry Divisions; demonstrating exceptional
2121 leadership and courage, he earned his Bronze Star Medal with Valor
2222 Device after capturing enemy equipment and intelligence documents
2323 and discovering a weapons cache; he was seriously wounded when his
2424 personnel carrier struck a land mine, and though he was initially
2525 told that he wouldn't walk again, he defied the doctors' prognoses
2626 and was able to regain the use of his legs several weeks after he was
2727 hospitalized; in recognition of his heroic service during both of
2828 his combat tours, he was ultimately awarded two Bronze Stars and two
2929 Purple Hearts as well as three Army Commendation Medals; and
3030 WHEREAS, Mr. Footman remained a member of the military until
3131 retiring in 1987, and he has continued to serve his fellow service
3232 members in myriad ways; a member of Disabled American Veterans and
3333 Veterans of Foreign Wars, he plays a vital role in helping
3434 active-duty soldiers and veterans receive the assistance they need
3535 in transitioning to civilian life, and he has been honored for his
3636 community service as part of the Congressional Veteran Commendation
3737 program; moreover, he is a past commander for the Harker Heights
3838 chapter of the Military Order of the Purple Heart and the Military
3939 Order of the Purple Heart Department of Texas; and
4040 WHEREAS, Through his unfaltering bravery and devotion to
4141 duty, John Footman has long exemplified the highest ideals of the
4242 U.S. armed forces, and it is indeed a pleasure to congratulate him
4343 on his official receipt of these prestigious military honors; now,
4444 therefore, be it
4545 RESOLVED, That the House of Representatives of the 88th Texas
4646 Legislature hereby congratulate U.S. Army Staff Sergeant (Ret.)
4747 John Footman for his official receipt of the Bronze Star Medal with
4848 Valor Device and the Purple Heart and commend him for his
4949 exceptional service in behalf of his nation; and, be it further
5050 RESOLVED, That an official copy of this resolution be
5151 prepared for Mr. Footman as an expression of high regard by the
5252 Texas House of Representatives.
