| 5 | 5 | | WHEREAS, Larry Zacharias retired as chief of The University |
|---|
| 6 | 6 | | of Texas at Dallas Police Department on January 31, 2023, drawing to |
|---|
| 7 | 7 | | a close an outstanding tenure with the department that spanned more |
|---|
| 8 | 8 | | than 13 years; and |
|---|
| 9 | 9 | | WHEREAS, This esteemed public servant began his career in law |
|---|
| 10 | 10 | | enforcement in 1977 as a patrol officer with the Richardson Police |
|---|
| 11 | 11 | | Department, and over the course of his more than three decades with |
|---|
| 12 | 12 | | the agency, he rose through the ranks to become chief of police; |
|---|
| 13 | 13 | | following a brief retirement, he took the helm of UT Dallas PD in |
|---|
| 14 | 14 | | 2009; under his able leadership, the department grew to include |
|---|
| 15 | 15 | | more than 70 law enforcement officers and civilian employees, and |
|---|
| 16 | 16 | | it earned a reputation for community partnership and |
|---|
| 17 | 17 | | professionalism; in addition, Chief Zacharias played an |
|---|
| 18 | 18 | | instrumental role in establishing the award-winning University |
|---|
| 19 | 19 | | Emergency Medical Response team; and |
|---|
| 20 | 20 | | WHEREAS, Among his many achievements, Chief Zacharias was |
|---|
| 21 | 21 | | named Citizen of the Year by the City of Richardson in 2008 and |
|---|
| 22 | 22 | | Chief of the Year by the UT System Police in 2011 and 2019; he also |
|---|
| 23 | 23 | | received the UT System Police Shield and Distinguished Command |
|---|
| 24 | 24 | | Award upon his retirement; a leader in his profession, he has |
|---|
| 25 | 25 | | further distinguished himself as a former legislative director for |
|---|
| 26 | 26 | | the Texas Police Chiefs Association and as a board member of the |
|---|
| 27 | 27 | | Institute for Law Enforcement Administration and the North Texas |
|---|
| 28 | 28 | | Regional Computer Forensics Laboratory; he holds a bachelor's |
|---|
| 29 | 29 | | degree in law enforcement and police administration from Sam |
|---|
| 30 | 30 | | Houston State University and is a graduate of the FBI National |
|---|
| 31 | 31 | | Academy; and |
|---|
| 32 | 32 | | WHEREAS, Chief Zacharias's dedication, professionalism, and |
|---|
| 33 | 33 | | commitment to serving the students, faculty, and staff at The |
|---|
| 34 | 34 | | University of Texas at Dallas have earned him the gratitude of the |
|---|
| 35 | 35 | | members of that community as well as the admiration of his fellow |
|---|
| 36 | 36 | | officers, and he may indeed reflect with pride on a career well |
|---|
| 37 | 37 | | spent; now, therefore, be it |
|---|
| 38 | 38 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 39 | 39 | | Legislature hereby congratulate Larry Zacharias on his retirement |

| 40 | 40 | | as chief of The University of Texas at Dallas Police Department and |
|---|
| 41 | 41 | | extend to him sincere best wishes for the future; and, be it further |
