| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 7.061, Education Code, is amended by |
|---|
| 12 | 12 | | adding Subsection (b-1) to read as follows: |
|---|
| 13 | 13 | | (b-1) In adopting or amending rules under Subsection (b), |
|---|
| 14 | 14 | | the commissioner shall incorporate the new school facility safety |
|---|
| 15 | 15 | | and security rules and standards developed under Section 7.0615. |
|---|
| 16 | 16 | | SECTION 2. Subchapter C, Chapter 7, Education Code, is |
|---|
| 17 | 17 | | amended by adding Section 7.0615 to read as follows: |
|---|
| 18 | 18 | | Sec. 7.0615. NEW SCHOOL FACILITY SAFETY AND SECURITY RULES |
|---|
| 19 | 19 | | AND STANDARDS. (a) The commissioner, in collaboration with the |
|---|
| 20 | 20 | | Texas School Safety Center, shall establish a committee to develop |
|---|
| 21 | 21 | | rules and standards for required school safety and security |
|---|
| 22 | 22 | | features for newly constructed school district and open-enrollment |
|---|
| 23 | 23 | | charter school facilities. |
|---|
| 24 | 24 | | (b) Any school district or open-enrollment charter school |
|---|
| 25 | 25 | | facility for which construction commences on or after January 1, |
|---|
| 26 | 26 | | 2024, must comply with the rules and standards developed by the |
|---|
| 27 | 27 | | committee under this section. |
|---|
| 28 | 28 | | (c) The agency shall publish the rules and standards |
|---|
| 29 | 29 | | developed under this section on the agency's Internet website. |
|---|
| 30 | 30 | | SECTION 3. (a) Not later than October 1, 2023, the |
|---|
| 31 | 31 | | commissioner of the Texas Education Agency, in collaboration with |
|---|
| 32 | 32 | | the Texas School Safety Center, shall establish the committee |
|---|
| 33 | 33 | | required under Section 7.0615, Education Code, as added by this |
|---|
| 34 | 34 | | Act. |
|---|
| 35 | 35 | | (b) Not later than December 1, 2023, the Texas Education |
|---|
| 36 | 36 | | Agency shall publish on its Internet website the rules and |
|---|
| 37 | 37 | | standards developed under Section 7.0615, Education Code, as added |
|---|
| 38 | 38 | | by this Act. |
|---|
| 39 | 39 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 43 | 43 | | Act takes effect September 1, 2023. |
|---|
