55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to establishing a committee to develop school safety and
88 security rules and standards for newly constructed school
99 facilities.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 7.061, Education Code, is amended by
1212 adding Subsection (b-1) to read as follows:
1313 (b-1) In adopting or amending rules under Subsection (b),
1414 the commissioner shall incorporate the new school facility safety
1515 and security rules and standards developed under Section 7.0615.
1616 SECTION 2. Subchapter C, Chapter 7, Education Code, is
1717 amended by adding Section 7.0615 to read as follows:
1818 Sec. 7.0615. NEW SCHOOL FACILITY SAFETY AND SECURITY RULES
1919 AND STANDARDS. (a) The commissioner, in collaboration with the
2020 Texas School Safety Center, shall establish a committee to develop
2121 rules and standards for required school safety and security
2222 features for newly constructed school district and open-enrollment
2323 charter school facilities.
2424 (b) Any school district or open-enrollment charter school
2525 facility for which construction commences on or after January 1,
2626 2024, must comply with the rules and standards developed by the
2727 committee under this section.
2828 (c) The agency shall publish the rules and standards
2929 developed under this section on the agency's Internet website.
3030 SECTION 3. (a) Not later than October 1, 2023, the
3131 commissioner of the Texas Education Agency, in collaboration with
3232 the Texas School Safety Center, shall establish the committee
3333 required under Section 7.0615, Education Code, as added by this
3434 Act.
3535 (b) Not later than December 1, 2023, the Texas Education
3636 Agency shall publish on its Internet website the rules and
3737 standards developed under Section 7.0615, Education Code, as added
3838 by this Act.
3939 SECTION 4. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2023.
