A BILL TO BE ENTITLED
AN ACT
relating to the establishment of a grant program for local mental
health authorities building new mental health facilities.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter B, Chapter 533, Health and Safety
Code, is amended by adding Section 533.03522 to read as follows:
Sec. 533.03522. LOCAL AUTHORITY GRANT PROGRAM. (a) The
commission shall establish a program through which the commission,
using money appropriated or otherwise available for that purpose,
may award a grant to a local mental health authority to assist the
authority in building a mental health facility in a county served by
the local authority.
(b) The executive commissioner shall adopt rules necessary
to establish and administer the grant program under this section.
SECTION 2. As soon as practicable after the effective date
of this Act, the executive commissioner of the Health and Human
Services Commission shall adopt rules necessary to implement the
changes in law made by this Act.
SECTION 3. This Act takes effect September 1, 2023.
