55 AN ACT
66 relating to the creation of a suicide awareness and prevention,
77 youth violence prevention, and social inclusion program for public
88 school students.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter G, Chapter 38, Education Code, is
1111 amended by adding Sections 38.354, 38.355, and 38.356 to read as
1212 follows:
1313 Sec. 38.354. TRAINING FOR STUDENTS REGARDING SUICIDE
1414 AWARENESS AND PREVENTION AND YOUTH VIOLENCE PREVENTION. (a) Each
1515 school year, a school district shall provide to students enrolled
1616 in the district in grades 6 through 12 training regarding suicide
1717 awareness and prevention and youth violence prevention. The
1818 training must include:
1919 (1) at least one hour or a standard class period of
2020 evidence-based instruction regarding suicide awareness and
2121 prevention with information and materials on:
2222 (A) methods for identifying the signs and signals
2323 of depression, suicide, and self-harm in the student's self and
2424 other students; and
2525 (B) the importance of and process for seeking
2626 help for the student's self or another student; and
2727 (2) at least one hour or a standard class period of
2828 evidence-based instruction regarding youth violence prevention
2929 with information and materials on:
3030 (A) methods for identifying observable warning
3131 signs and signals of a person who may be at risk of self-harm or harm
3232 to others;
3333 (B) the importance of taking threats seriously
3434 and seeking help; and
3535 (C) steps a student may take to report dangerous,
3636 violent, threatening, harmful, or potentially harmful activity.
3737 (b) A school district may provide the instruction required
3838 under this section:
3939 (1) in person or remotely; and
4040 (2) through a single instructional program that
4141 provides training regarding a combination of suicide awareness and
4242 prevention and youth violence prevention.
4343 (b-1) Beginning not later than the 2026-2027 school year,
4444 each school district shall provide to students the training
4545 required under this section. This subsection expires September 1,
4646 2027.
4747 (c) The agency shall develop and post on the agency's
4848 publicly available Internet website a list of evidence-based
4949 training and materials, including, if available, training and
5050 materials provided at no cost, for school districts to use in
5151 providing the training required under this section. The agency
5252 shall review and update the list not less than every three years.
5353 (c-1) The agency shall develop and post on the agency's
5454 publicly available Internet website the list required under
5555 Subsection (c) not later than August 31, 2024. This subsection
5656 expires September 1, 2025.
5757 (d) To pay for the costs of implementing this section, the
5858 agency may:
5959 (1) apply for federal funding; and
6060 (2) use any funds appropriated or otherwise available
6161 for the purposes of school safety and violence prevention.
6262 Sec. 38.355. SOCIAL INCLUSION TRAINING FOR STUDENTS. (a)
6363 Each school year, a school district shall provide to students
6464 enrolled in the district in kindergarten through grade 12 training
6565 regarding social inclusion. The training must include at least one
6666 hour or a standard class period of evidence-based instruction that
6767 includes information and materials regarding:
6868 (1) what social isolation looks like and how to
6969 identify social isolation in others;
7070 (2) the importance of taking social isolation
7171 seriously and seeking help for other students; and
7272 (3) strategies for being more socially inclusive in
7373 the classroom and community and to establish connections with other
7474 students.
7575 (b) A school district may provide the instruction required
7676 under this section in person or remotely.
7777 (b-1) Beginning not later than the 2026-2027 school year,
7878 each school district shall provide to students the training
7979 required under this section. This subsection expires September 1,
8080 2027.
8181 (c) The agency shall develop and post on the agency's
8282 publicly available Internet website a list of evidence-based
8383 training and materials, including, if available, training and
8484 materials provided at no cost, for school districts to use in
8585 providing the training required under this section. The agency
8686 shall review and update the list not less than every three years.
8787 (c-1) The agency shall develop and post on the agency's
8888 publicly available Internet website the list required under
8989 Subsection (c) not later than August 31, 2024. This subsection
9090 expires September 1, 2025.
9191 (d) To pay for the costs of implementing this section, the
9292 agency may:
9393 (1) apply for federal funding; and
9494 (2) use any funds appropriated or otherwise available
9595 for the purposes of school safety and violence prevention.
9696 Sec. 38.356. SELF-HARM AND VIOLENCE PREVENTION STUDENT
9797 CLUB. (a) Each school district may establish at each district
9898 campus a self-harm and violence prevention club. The club must:
9999 (1) be student-led;
100100 (2) be open to all students enrolled at the campus; and
101101 (3) have at least one identified adult advisor.
102102 (b) The club must:
103103 (1) support awareness activities related to suicide
104104 and violence prevention and social inclusion, including training
105105 provided in accordance with Sections 38.354 and 38.355; and
106106 (2) foster opportunities for student leadership
107107 development.
108108 (b-1) Beginning not later than the 2024-2025 school year,
109109 each school district may establish at each campus the student club
110110 required under Subsection (a). This subsection expires September 1,
111111 2025.
112112 SECTION 2. This Act takes effect September 1, 2023.
