| 7 | 7 | | licenses before renting a motor vehicle. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. This Act shall be known as the 2Step Act. |

| 10 | 10 | | SECTION 2. Section 521.460(b), Transportation Code, is |
|---|
| 11 | 11 | | amended to read as follows: |
|---|
| 12 | 12 | | (b) A person may not rent a motor vehicle to a renter until |
|---|
| 13 | 13 | | the person: |
|---|
| 14 | 14 | | (1) has inspected the renter's driver's license; and |
|---|
| 15 | 15 | | (2) if the renter is a resident of this state, has |
|---|
| 16 | 16 | | verified with the department, or a private vendor that has |
|---|
| 17 | 17 | | contracted with the department under Section 521.055(e), that the |
|---|
| 18 | 18 | | renter's driver's license is valid. |
|---|
| 19 | 19 | | SECTION 3. This Act takes effect September 1, 2023. |
