| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 1701.253, Occupations Code, is amended |
|---|
| 10 | 10 | | by adding Subsection (q) to read as follows: |
|---|
| 11 | 11 | | (q) As part of the minimum curriculum requirements, the |
|---|
| 12 | 12 | | commission shall require an officer to complete a training program |
|---|
| 13 | 13 | | of not less than 16 hours on responding to an active shooter as |
|---|
| 14 | 14 | | provided by the Advanced Law Enforcement Rapid Response Training |
|---|
| 15 | 15 | | Center at Texas State University--San Marcos, or a similar |
|---|
| 16 | 16 | | organization approved by the commission. An officer shall complete |
|---|
| 17 | 17 | | the program not later than the last day of the first full continuing |
|---|
| 18 | 18 | | education training period that begins on or after the date the |
|---|
| 19 | 19 | | officer is licensed under this chapter unless the officer completes |
|---|
| 20 | 20 | | the program as part of the officer's basic training course. |
|---|
| 21 | 21 | | Completion of a training program under this subsection satisfies |
|---|
| 22 | 22 | | any other requirement for the officer to complete a training |
|---|
| 23 | 23 | | program on responding to active shooters, including under Section |
|---|
| 24 | 24 | | 37.0812(a), Education Code. |
|---|
| 25 | 25 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 26 | 26 | | of this Act, the Texas Commission on Law Enforcement shall adopt |
|---|
| 27 | 27 | | rules to implement Section 1701.253(q), Occupations Code, as added |
|---|
| 28 | 28 | | by this Act. |
|---|
| 29 | 29 | | SECTION 3. The minimum curriculum requirements under |
|---|
| 30 | 30 | | Section 1701.253(q), Occupations Code, as added by this Act, apply |
|---|
| 31 | 31 | | only to an officer who first begins to satisfy those requirements on |
|---|
| 32 | 32 | | or after January 1, 2024. |
|---|
| 33 | 33 | | SECTION 4. This Act takes effect September 1, 2023. |
