66 AN ACT
77 relating to active shooter training for peace officers.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 1701.253, Occupations Code, is amended
1010 by adding Subsection (q) to read as follows:
1111 (q) As part of the minimum curriculum requirements, the
1212 commission shall require an officer to complete a training program
1313 of not less than 16 hours on responding to an active shooter as
1414 provided by the Advanced Law Enforcement Rapid Response Training
1515 Center at Texas State University--San Marcos, or a similar
1616 organization approved by the commission. An officer shall complete
1717 the program not later than the last day of the first full continuing
1818 education training period that begins on or after the date the
1919 officer is licensed under this chapter unless the officer completes
2020 the program as part of the officer's basic training course.
2121 Completion of a training program under this subsection satisfies
2222 any other requirement for the officer to complete a training
2323 program on responding to active shooters, including under Section
2424 37.0812(a), Education Code.
2525 SECTION 2. As soon as practicable after the effective date
2626 of this Act, the Texas Commission on Law Enforcement shall adopt
2727 rules to implement Section 1701.253(q), Occupations Code, as added
2828 by this Act.
2929 SECTION 3. The minimum curriculum requirements under
3030 Section 1701.253(q), Occupations Code, as added by this Act, apply
3131 only to an officer who first begins to satisfy those requirements on
3232 or after January 1, 2024.
3333 SECTION 4. This Act takes effect September 1, 2023.
