55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of a grant program to provide certain
88 public school students an opportunity to visit the State Capitol.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter Z, Chapter 29, Education Code, is
1111 amended by adding Section 29.919 to read as follows:
1212 Sec. 29.919. GRANT PROGRAM FOR STATE CAPITOL VISITS. (a)
1313 From funds appropriated or otherwise available for that purpose,
1414 the commissioner shall establish a grant program under which grants
1515 are awarded to schools that receive federal funding under Title I,
1616 Elementary and Secondary Education Act of 1965 (20 U.S.C. Section
1717 6301 et seq.) to provide students an opportunity to visit the State
1818 Capitol as part of a course, extracurricular activity, or field
1919 trip.
2020 (b) The commissioner shall adopt procedures for a school to
2121 apply for a grant under this section.
2222 (c) The commissioner may solicit and accept gifts, grants,
2323 and donations from any public or private source for the purposes of
2424 this section.
2525 (d) The commissioner shall adopt rules as necessary to
2626 establish and administer the grant program for State Capitol visits
2727 under this section.
2828 SECTION 2. As soon as practicable after the effective date
2929 of this Act, the commissioner of education shall adopt rules to
3030 implement the grant program for State Capitol visits under Section
3131 29.919, Education Code, as added by this Act.
3232 SECTION 3. This Act takes effect immediately if it receives
3333 a vote of two-thirds of all the members elected to each house, as
3434 provided by Section 39, Article III, Texas Constitution. If this
3535 Act does not receive the vote necessary for immediate effect, this
3636 Act takes effect September 1, 2023.
