| 7 | 7 | | relating to the establishment of a grant program to provide certain |

| 8 | 8 | | public school students an opportunity to visit the State Capitol. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter Z, Chapter 29, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 29.919 to read as follows: |
|---|
| 12 | 12 | | Sec. 29.919. GRANT PROGRAM FOR STATE CAPITOL VISITS. (a) |
|---|
| 13 | 13 | | From funds appropriated or otherwise available for that purpose, |
|---|
| 14 | 14 | | the commissioner shall establish a grant program under which grants |
|---|
| 15 | 15 | | are awarded to schools that receive federal funding under Title I, |
|---|
| 16 | 16 | | Elementary and Secondary Education Act of 1965 (20 U.S.C. Section |
|---|
| 17 | 17 | | 6301 et seq.) to provide students an opportunity to visit the State |
|---|
| 18 | 18 | | Capitol as part of a course, extracurricular activity, or field |
|---|
| 19 | 19 | | trip. |
|---|
| 20 | 20 | | (b) The commissioner shall adopt procedures for a school to |
|---|
| 21 | 21 | | apply for a grant under this section. |
|---|
| 22 | 22 | | (c) The commissioner may solicit and accept gifts, grants, |
|---|
| 23 | 23 | | and donations from any public or private source for the purposes of |
|---|
| 24 | 24 | | this section. |
|---|
| 25 | 25 | | (d) The commissioner shall adopt rules as necessary to |
|---|
| 26 | 26 | | establish and administer the grant program for State Capitol visits |
|---|
| 27 | 27 | | under this section. |
|---|
| 28 | 28 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 29 | 29 | | of this Act, the commissioner of education shall adopt rules to |
|---|
| 30 | 30 | | implement the grant program for State Capitol visits under Section |
|---|
| 31 | 31 | | 29.919, Education Code, as added by this Act. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2023. |
