55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the workforce diploma pilot program.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Sections 317.004 and 317.010, Labor Code, are
1010 amended to read as follows:
1111 Sec. 317.004. PROVIDER ELIGIBILITY. To be eligible to
1212 participate as a provider under the program, a provider must:
1313 (1) apply to the commission in the manner prescribed
1414 by commission rule;
1515 (2) be a public, nonprofit, or private entity that:
1616 (A) is:
1717 (i) [(A)] authorized under the Education
1818 Code or other state law to grant a high school diploma; or
1919 (ii) working in partnership with an entity
2020 described by Subparagraph (i); or
2121 (B) is accredited by a regional accrediting body;
2222 (3) have at least two years of experience providing
2323 dropout reengagement services to adult students, including
2424 recruitment, learning plan development, and proactive coaching and
2525 mentoring, leading to the obtainment of a high school diploma;
2626 (4) be equipped to:
2727 (A) provide:
2828 (i) academic skill intake assessment and
2929 transcript evaluations;
3030 (ii) remediation coursework in literacy and
3131 numeracy;
3232 (iii) a research-validated academic
3333 resiliency assessment and intervention;
3434 (iv) employability skills development
3535 aligned to employer needs;
3636 (v) career pathways coursework;
3737 (vi) preparation for the attainment of
3838 industry-recognized credentials; and
3939 (vii) career placement services; and
4040 (B) develop a learning plan that integrates
4141 academic requirements and career goals; and
4242 (5) offer a course catalog that includes all courses
4343 necessary to meet high school graduation requirements in this
4444 state.
4545 Sec. 317.010. EXPIRATION. This chapter expires September
4646 1, 2027 [2025].
4747 SECTION 2. This Act takes effect September 1, 2023.
