| 7 | 7 | | relating to the workforce diploma pilot program. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Sections 317.004 and 317.010, Labor Code, are |
|---|
| 10 | 10 | | amended to read as follows: |
|---|
| 11 | 11 | | Sec. 317.004. PROVIDER ELIGIBILITY. To be eligible to |
|---|
| 12 | 12 | | participate as a provider under the program, a provider must: |
|---|
| 13 | 13 | | (1) apply to the commission in the manner prescribed |
|---|
| 14 | 14 | | by commission rule; |
|---|
| 15 | 15 | | (2) be a public, nonprofit, or private entity that: |
|---|
| 16 | 16 | | (A) is: |
|---|
| 17 | 17 | | (i) [(A)] authorized under the Education |
|---|
| 18 | 18 | | Code or other state law to grant a high school diploma; or |
|---|
| 19 | 19 | | (ii) working in partnership with an entity |
|---|
| 20 | 20 | | described by Subparagraph (i); or |
|---|
| 21 | 21 | | (B) is accredited by a regional accrediting body; |
|---|
| 22 | 22 | | (3) have at least two years of experience providing |
|---|
| 23 | 23 | | dropout reengagement services to adult students, including |
|---|
| 24 | 24 | | recruitment, learning plan development, and proactive coaching and |
|---|
| 25 | 25 | | mentoring, leading to the obtainment of a high school diploma; |
|---|
| 26 | 26 | | (4) be equipped to: |
|---|
| 27 | 27 | | (A) provide: |
|---|
| 28 | 28 | | (i) academic skill intake assessment and |
|---|
| 29 | 29 | | transcript evaluations; |
|---|
| 30 | 30 | | (ii) remediation coursework in literacy and |
|---|
| 31 | 31 | | numeracy; |
|---|
| 32 | 32 | | (iii) a research-validated academic |
|---|
| 33 | 33 | | resiliency assessment and intervention; |
|---|
| 34 | 34 | | (iv) employability skills development |
|---|
| 35 | 35 | | aligned to employer needs; |
|---|
| 36 | 36 | | (v) career pathways coursework; |
|---|
| 37 | 37 | | (vi) preparation for the attainment of |
|---|
| 38 | 38 | | industry-recognized credentials; and |
|---|
| 39 | 39 | | (vii) career placement services; and |
|---|
| 40 | 40 | | (B) develop a learning plan that integrates |
|---|
| 41 | 41 | | academic requirements and career goals; and |
|---|
| 42 | 42 | | (5) offer a course catalog that includes all courses |
|---|
| 43 | 43 | | necessary to meet high school graduation requirements in this |
|---|
| 44 | 44 | | state. |
|---|
| 45 | 45 | | Sec. 317.010. EXPIRATION. This chapter expires September |
|---|
| 46 | 46 | | 1, 2027 [2025]. |
|---|
| 47 | 47 | | SECTION 2. This Act takes effect September 1, 2023. |
