| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Chapter 315, Local Government Code, is amended |
|---|
| 10 | 10 | | by adding Section 315.0051 to read as follows: |
|---|
| 11 | 11 | | Sec. 315.0051. PROHIBITED EVENTS AT MUNICIPAL LIBRARIES. A |
|---|
| 12 | 12 | | municipal library may not receive state or other public funds if the |
|---|
| 13 | 13 | | library hosts an event at which a man presenting as a woman or a |
|---|
| 14 | 14 | | woman presenting as a man reads a book or a story to a minor for |
|---|
| 15 | 15 | | entertainment and the person being dressed as the opposite gender |
|---|
| 16 | 16 | | is a primary component of the entertainment. The state and a |
|---|
| 17 | 17 | | political subdivision may not provide funds to the municipal |
|---|
| 18 | 18 | | library for the fiscal year following the year in which the library |
|---|
| 19 | 19 | | hosts an event described by this section. |
|---|
| 20 | 20 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 21 | 21 | | to an event that occurs on or after the effective date of this Act. |
|---|
| 22 | 22 | | SECTION 3. This Act takes effect September 1, 2023. |
