55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to reports by the Legislative Budget Board regarding the
88 General Appropriations Act and other fiscal actions taken by the
99 legislature and each general appropriations bill proposed by the
1010 legislature.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 322, Government Code, is amended by
1313 adding Sections 322.025 and 322.026 to read as follows:
1414 Sec. 322.025. REPORT ON FISCAL ACTIONS OF LEGISLATURE. (a)
1515 Not later than April 1 of each even-numbered year, or as soon
1616 thereafter as practicable, the board shall submit to the
1717 legislature and post on the board's Internet website a biennial
1818 report on the General Appropriations Act passed and other fiscal
1919 actions taken by the current legislature to provide contextual
2020 information about the structure, operation, and fiscal condition of
2121 the government of this state.
2222 (b) The report must include:
2323 (1) a summary of the overall fiscal condition of this
2424 state before the passage of the General Appropriations Act;
2525 (2) an overview of the General Appropriations Act,
2626 including an overview of the major revenue sources and funds;
2727 (3) an examination of economic indicators for this
2828 state and the United States for the state fiscal biennium in which
2929 the report is made;
3030 (4) a highlight of legislation passed that may have a
3131 significant fiscal effect on the economy of this state; and
3232 (5) a summary of each function of the government of
3333 this state and a comprehensive description of programs and services
3434 funded by the legislature.
3535 Sec. 322.026. REPORT ON GENERAL APPROPRIATIONS BILL. (a)
3636 The board shall submit to the legislature and post on the board's
3737 Internet website a summary of each version of the general
3838 appropriations bill filed in either house of the legislature during
3939 a legislative session as soon as practicable after it is filed.
4040 (b) The report must include:
4141 (1) an overview of the general appropriations bill;
4242 (2) the amount of appropriations proposed for the next
4343 state fiscal biennium compared to the current state fiscal
4444 biennium, in total and disaggregated by each method of finance for
4545 each article of the general appropriations bill;
4646 (3) highlights of major funding items, significant
4747 policy, or fiscal issues across this state;
4848 (4) significant factors affecting the general
4949 appropriations bill;
5050 (5) an explanation of how the appropriations made for
5151 the current state fiscal biennium have been adjusted for the next
5252 state fiscal biennium;
5353 (6) an overview of the total appropriations in each
5454 article of the general appropriations bill by agency or
5555 institution, including estimated and budgeted expenditures for the
5656 current state fiscal biennium and recommended appropriations for
5757 the next state fiscal biennium;
5858 (7) a guide to the general appropriations bill for
5959 first-time readers; and
6060 (8) a comparison between the current version and the
6161 preceding version, if any, of the general appropriations bill.
6262 SECTION 2. This Act takes effect September 1, 2023.
