7 | 7 | | relating to reports by the Legislative Budget Board regarding the |
---|
8 | 8 | | General Appropriations Act and other fiscal actions taken by the |
---|
9 | 9 | | legislature and each general appropriations bill proposed by the |
---|
10 | 10 | | legislature. |
---|
11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
12 | 12 | | SECTION 1. Chapter 322, Government Code, is amended by |
---|
13 | 13 | | adding Sections 322.025 and 322.026 to read as follows: |
---|
14 | 14 | | Sec. 322.025. REPORT ON FISCAL ACTIONS OF LEGISLATURE. (a) |
---|
15 | 15 | | Not later than April 1 of each even-numbered year, or as soon |
---|
16 | 16 | | thereafter as practicable, the board shall submit to the |
---|
17 | 17 | | legislature and post on the board's Internet website a biennial |
---|
18 | 18 | | report on the General Appropriations Act passed and other fiscal |
---|
19 | 19 | | actions taken by the current legislature to provide contextual |
---|
20 | 20 | | information about the structure, operation, and fiscal condition of |
---|
21 | 21 | | the government of this state. |
---|
22 | 22 | | (b) The report must include: |
---|
23 | 23 | | (1) a summary of the overall fiscal condition of this |
---|
24 | 24 | | state before the passage of the General Appropriations Act; |
---|
25 | 25 | | (2) an overview of the General Appropriations Act, |
---|
26 | 26 | | including an overview of the major revenue sources and funds; |
---|
27 | 27 | | (3) an examination of economic indicators for this |
---|
28 | 28 | | state and the United States for the state fiscal biennium in which |
---|
29 | 29 | | the report is made; |
---|
30 | 30 | | (4) a highlight of legislation passed that may have a |
---|
31 | 31 | | significant fiscal effect on the economy of this state; and |
---|
32 | 32 | | (5) a summary of each function of the government of |
---|
33 | 33 | | this state and a comprehensive description of programs and services |
---|
34 | 34 | | funded by the legislature. |
---|
35 | 35 | | Sec. 322.026. REPORT ON GENERAL APPROPRIATIONS BILL. (a) |
---|
36 | 36 | | The board shall submit to the legislature and post on the board's |
---|
37 | 37 | | Internet website a summary of each version of the general |
---|
38 | 38 | | appropriations bill filed in either house of the legislature during |
---|
39 | 39 | | a legislative session as soon as practicable after it is filed. |
---|
40 | 40 | | (b) The report must include: |
---|
41 | 41 | | (1) an overview of the general appropriations bill; |
---|
42 | 42 | | (2) the amount of appropriations proposed for the next |
---|
43 | 43 | | state fiscal biennium compared to the current state fiscal |
---|
44 | 44 | | biennium, in total and disaggregated by each method of finance for |
---|
45 | 45 | | each article of the general appropriations bill; |
---|
46 | 46 | | (3) highlights of major funding items, significant |
---|
47 | 47 | | policy, or fiscal issues across this state; |
---|
48 | 48 | | (4) significant factors affecting the general |
---|
49 | 49 | | appropriations bill; |
---|
50 | 50 | | (5) an explanation of how the appropriations made for |
---|
51 | 51 | | the current state fiscal biennium have been adjusted for the next |
---|
52 | 52 | | state fiscal biennium; |
---|
53 | 53 | | (6) an overview of the total appropriations in each |
---|
54 | 54 | | article of the general appropriations bill by agency or |
---|
55 | 55 | | institution, including estimated and budgeted expenditures for the |
---|
56 | 56 | | current state fiscal biennium and recommended appropriations for |
---|
57 | 57 | | the next state fiscal biennium; |
---|
58 | 58 | | (7) a guide to the general appropriations bill for |
---|
59 | 59 | | first-time readers; and |
---|
60 | 60 | | (8) a comparison between the current version and the |
---|
61 | 61 | | preceding version, if any, of the general appropriations bill. |
---|
62 | 62 | | SECTION 2. This Act takes effect September 1, 2023. |
