| 7 | 7 | | relating to the administration of a grant program for the |
|---|
| 8 | 8 | | establishment and expansion of community collaboratives. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 539, Government Code, is amended by |
|---|
| 11 | 11 | | adding Sections 539.010 and 539.011 to read as follows: |
|---|
| 12 | 12 | | Sec. 539.010. COMMUNITY COLLABORATIVES FUND. (a) In this |
|---|
| 13 | 13 | | section, "fund" means the community collaboratives fund |
|---|
| 14 | 14 | | established under this section. |
|---|
| 15 | 15 | | (b) The community collaboratives fund is established as a |
|---|
| 16 | 16 | | special fund in the state treasury. |
|---|
| 17 | 17 | | (c) The fund consists of: |
|---|
| 18 | 18 | | (1) legislative appropriations to the department for a |
|---|
| 19 | 19 | | purpose of the fund; |
|---|
| 20 | 20 | | (2) any revenue that by law is dedicated for deposit to |
|---|
| 21 | 21 | | the fund; |
|---|
| 22 | 22 | | (3) interest or other earnings on money credited to or |
|---|
| 23 | 23 | | allocable to the fund; and |
|---|
| 24 | 24 | | (4) money from gifts, grants, or donations to the |
|---|
| 25 | 25 | | fund. |
|---|
| 26 | 26 | | (d) The department may use the fund only to: |
|---|
| 27 | 27 | | (1) provide grants to entities in accordance with this |
|---|
| 28 | 28 | | chapter; and |
|---|
| 29 | 29 | | (2) pay the necessary and reasonable expenses of |
|---|
| 30 | 30 | | administering the fund. |
|---|
| 31 | 31 | | Sec. 539.011. BIENNIAL REPORT. (a) The department shall |
|---|
| 32 | 32 | | prepare a report that includes: |
|---|
| 33 | 33 | | (1) the method by which the department chose entities |
|---|
| 34 | 34 | | to award grants to under this chapter; |
|---|
| 35 | 35 | | (2) the amount of each grant awarded to an entity under |
|---|
| 36 | 36 | | this chapter; |
|---|
| 37 | 37 | | (3) the number of individuals served by each community |
|---|
| 38 | 38 | | collaborative receiving grant funds under this chapter; and |
|---|
| 39 | 39 | | (4) the results of the annual review of outcome |
|---|
| 40 | 40 | | measures required by Section 539.006. |
|---|
| 41 | 41 | | (b) Not later than September 1 of each even-numbered year, |
|---|
| 42 | 42 | | the department shall submit a report described by Subsection (a) |
|---|
| 43 | 43 | | to: |
|---|
| 44 | 44 | | (1) the standing committees of the legislature having |
|---|
| 45 | 45 | | jurisdiction over the department and state finance; and |
|---|
| 46 | 46 | | (2) the Legislative Budget Board. |
|---|
| 47 | 47 | | SECTION 2. This Act takes effect September 1, 2023. |
