66 AN ACT
77 relating to the administration of a grant program for the
88 establishment and expansion of community collaboratives.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 539, Government Code, is amended by
1111 adding Sections 539.010 and 539.011 to read as follows:
1212 Sec. 539.010. COMMUNITY COLLABORATIVES FUND. (a) In this
1313 section, "fund" means the community collaboratives fund
1414 established under this section.
1515 (b) The community collaboratives fund is established as a
1616 special fund in the state treasury.
1717 (c) The fund consists of:
1818 (1) legislative appropriations to the department for a
1919 purpose of the fund;
2020 (2) any revenue that by law is dedicated for deposit to
2121 the fund;
2222 (3) interest or other earnings on money credited to or
2323 allocable to the fund; and
2424 (4) money from gifts, grants, or donations to the
2525 fund.
2626 (d) The department may use the fund only to:
2727 (1) provide grants to entities in accordance with this
2828 chapter; and
2929 (2) pay the necessary and reasonable expenses of
3030 administering the fund.
3131 Sec. 539.011. BIENNIAL REPORT. (a) The department shall
3232 prepare a report that includes:
3333 (1) the method by which the department chose entities
3434 to award grants to under this chapter;
3535 (2) the amount of each grant awarded to an entity under
3636 this chapter;
3737 (3) the number of individuals served by each community
3838 collaborative receiving grant funds under this chapter; and
3939 (4) the results of the annual review of outcome
4040 measures required by Section 539.006.
4141 (b) Not later than September 1 of each even-numbered year,
4242 the department shall submit a report described by Subsection (a)
4343 to:
4444 (1) the standing committees of the legislature having
4545 jurisdiction over the department and state finance; and
4646 (2) the Legislative Budget Board.
4747 SECTION 2. This Act takes effect September 1, 2023.
