 A BILL TO BE ENTITLED
 AN ACT
 relating to infrastructure planning and lot frontages in the
 unincorporated area of certain counties.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  The heading to Subchapter E, Chapter 232, Local
 Government Code, is amended to read as follows:
 SUBCHAPTER E. INFRASTRUCTURE PLANNING PROVISIONS [IN
 CERTAIN URBAN COUNTIES]
 SECTION 2.  Section 232.101, Local Government Code, is
 amended by adding Subsection (a-1) to read as follows:
 (a-1)  This subsection applies only to a county that has a
 population of more than 370,000 and contains more than ten
 municipalities with a population of less than 2,000. After
 complying with the procedures described by Subsection (a), the
 commissioners court of a county may adopt additional rules
 governing plats and subdivisions of land within the unincorporated
 area of the county. The rules adopted under this subsection may
 include only:
 (1)  lot frontage minimums;
 (2)  road width requirements based on the lot density
 of a development; and
 (3)  ingress and egress requirements based on the lot
 density of a development.
 SECTION 3.  Section 232.103, Local Government Code, is
 amended to read as follows:
 Sec. 232.103.  LOT FRONTAGES. (a) By an order adopted and
 entered in the minutes of the commissioners court and after a notice
 is published in a newspaper of general circulation in the county,
 the commissioners court may adopt reasonable standards for minimum
 lot frontages on existing county roads and establish reasonable
 standards for the lot frontages in relation to curves in the road.
 (b)  This subsection applies only to a county that has a
 population of more than 370,000 and contains more than ten
 municipalities with a population of less than 2,000. After
 complying with the procedures described by Subsection (a), the
 commissioners court of a county may adopt reasonable standards for
 minimum lot frontages on planned roads within a subdivision for
 which a plat is required under this chapter and establish
 reasonable standards for the lot frontages in relation to curves in
 the road.
 SECTION 4.  This Act takes effect September 1, 2023.
