A BILL TO BE ENTITLED
AN ACT
relating to consideration of certain students who are dependents of
members of the United States military for purposes of a school
district's dropout records.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 39.308, Education Code, is amended by
adding Subsection (f) to read as follows:
(f) As part of the audit of school district dropout records
under Subsection (a), the commissioner shall determine whether the
district's dropout records include any student who is a dependent
of a member of the United States military and who transferred out of
the school district and enrolled in another district in this state
without notifying the school district. The commissioner shall
exclude any student described by this subsection for purposes of
evaluating dropout and completion rates for the district.
SECTION 2. This Act applies beginning with the 2023-2024
school year.
SECTION 3. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2023.
