| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 122.0331, Election Code, is amended by |

| 11 | 11 | | adding Subsection (e) to read as follows: |

| 12 | 12 | | (e) A manufacturer of voting systems used in an election may |
|---|
| 13 | 13 | | not enter into a contract, or extend or renew a contract, for |
|---|
| 14 | 14 | | software development services with: |
|---|
| 15 | 15 | | (1) a company or other entity headquartered in China, |
|---|
| 16 | 16 | | Cuba, Iran, North Korea, or Russia; or |
|---|
| 17 | 17 | | (2) an individual who is based in China, Cuba, Iran, |
|---|
| 18 | 18 | | North Korea, or Russia. |

| 19 | 19 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 20 | 20 | | to an election ordered on or after the effective date of this Act. |
|---|
| 21 | 21 | | SECTION 3. This Act takes effect September 1, 2023. |
