55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the transfer of course credit between public
88 institutions of higher education.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter S, Chapter 61, Education Code, is
1111 amended by adding Section 61.8231 to read as follows:
1212 Sec. 61.8231. TRANSFER TOWARD DEGREE PROGRAM REQUIRED.
1313 Notwithstanding any other provision of this subchapter or other
1414 law, an institution of higher education that admits a student
1515 transferring from another institution of higher education shall
1616 award the student academic credit toward the student's degree
1717 program for each course the student completed at the sending
1818 institution.
1919 SECTION 2. Section 61.827(a), Education Code, is amended to
2020 read as follows:
2121 (a) The board is authorized to adopt rules implementing the
2222 provisions of this subchapter, including rules to ensure compliance
2323 with this subchapter.
2424 SECTION 3. This Act applies beginning with the 2023-2024
2525 academic year.
2626 SECTION 4. This Act takes effect immediately if it receives
2727 a vote of two-thirds of all the members elected to each house, as
2828 provided by Section 39, Article III, Texas Constitution. If this
2929 Act does not receive the vote necessary for immediate effect, this
3030 Act takes effect September 1, 2023.
