| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter S, Chapter 61, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 61.8231 to read as follows: |
|---|
| 12 | 12 | | Sec. 61.8231. TRANSFER TOWARD DEGREE PROGRAM REQUIRED. |
|---|
| 13 | 13 | | Notwithstanding any other provision of this subchapter or other |
|---|
| 14 | 14 | | law, an institution of higher education that admits a student |
|---|
| 15 | 15 | | transferring from another institution of higher education shall |
|---|
| 16 | 16 | | award the student academic credit toward the student's degree |
|---|
| 17 | 17 | | program for each course the student completed at the sending |
|---|
| 18 | 18 | | institution. |
|---|
| 19 | 19 | | SECTION 2. Section 61.827(a), Education Code, is amended to |
|---|
| 20 | 20 | | read as follows: |
|---|
| 21 | 21 | | (a) The board is authorized to adopt rules implementing the |
|---|
| 22 | 22 | | provisions of this subchapter, including rules to ensure compliance |
|---|
| 23 | 23 | | with this subchapter. |
|---|
| 24 | 24 | | SECTION 3. This Act applies beginning with the 2023-2024 |
|---|
| 25 | 25 | | academic year. |
|---|
| 26 | 26 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 27 | 27 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 28 | 28 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 29 | 29 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 30 | 30 | | Act takes effect September 1, 2023. |
