| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 19.002, Election Code, is amended by |
|---|
| 10 | 10 | | amending Subsection (b) and adding Subsection (c) to read as |
|---|
| 11 | 11 | | follows: |
|---|
| 12 | 12 | | (b) Beginning [After] June 1 of each year and until the last |
|---|
| 13 | 13 | | day of the 27th month after, the secretary of state shall make |
|---|
| 14 | 14 | | payments pursuant to vouchers submitted by the registrar and |
|---|
| 15 | 15 | | approved by the secretary of state in amounts that in the aggregate |
|---|
| 16 | 16 | | do not exceed the registrar's entitlement. The secretary of state |
|---|
| 17 | 17 | | shall prescribe the procedures necessary to implement this |
|---|
| 18 | 18 | | subsection. |
|---|
| 19 | 19 | | (c) A voucher for a payment under this section is considered |
|---|
| 20 | 20 | | timely if it is submitted not later than the 30th day after the |
|---|
| 21 | 21 | | period of the entitlement described by Subsection (b). |
|---|
| 22 | 22 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 23 | 23 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 24 | 24 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 25 | 25 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 26 | 26 | | Act takes effect September 1, 2023. |
