| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Section 485A.101, Government Code, is amended to |
|---|
| 9 | 9 | | read as follows: |
|---|
| 10 | 10 | | Sec. 485A.101. CRITERIA FOR MEDIA PRODUCTION DEVELOPMENT |
|---|
| 11 | 11 | | ZONE RECOGNITION. To be approved as a media production development |
|---|
| 12 | 12 | | zone, an area: |
|---|
| 13 | 13 | | (1) must be in a metropolitan statistical area, the principal |
|---|
| 14 | 14 | | municiopality of which: |
|---|
| 15 | 15 | | (A) has a population of more than 250,000; and |
|---|
| 16 | 16 | | (1) (B) has must have the adequate workforce, |
|---|
| 17 | 17 | | insfrastructure, facilities, or resources to support the |
|---|
| 18 | 18 | | production and completion of moving image projects; |
|---|
| 19 | 19 | | (2) must be recognized as a media production development zone |
|---|
| 20 | 20 | | by ordinance or order, as appropriate, of a municipality or the |
|---|
| 21 | 21 | | commissioners court of a count; and |
|---|
| 22 | 22 | | (3) will contain a qualified media production location within |
|---|
| 23 | 23 | | its geographical boundaries that meets the criteria under Section |
|---|
| 24 | 24 | | 485A.102. |

| 25 | 25 | | SECTION 2. Section 485A.103(a), Government Code, is amended |
|---|
| 26 | 26 | | to read as follows: |
|---|
| 27 | 27 | | Sec. 485A.103. MAXIMUM NUMBER OF ZONES AND LOCATIONS |
|---|
| 28 | 28 | | THROUGHOUT THE STATE. (a) There may not be more than1020 media |
|---|
| 29 | 29 | | production development zone designations under this chapter at any |
|---|
| 30 | 30 | | one time. |
|---|
| 31 | 31 | | SECTION 3. The change in law made by this Act applies only |
|---|
| 32 | 32 | | to an application for designation submitted under Section 485A.106, |
|---|
| 33 | 33 | | Government Code, on or after the effective date of this Act. An |
|---|
| 34 | 34 | | application submitted before the effective date of this Act is |
|---|
| 35 | 35 | | governed by the law in effect on the date the application was |
|---|
| 36 | 36 | | submitted, and the former law is continued in effect for that |
|---|
| 37 | 37 | | purpose. |
|---|
| 38 | 38 | | SECTION 4. This Act takes effect September 1, 2023. |
