| 5 | 5 | | relating to the reestablishment of the committee to study the |
|---|
| 6 | 6 | | formation of a Texas Bicentennial Commission. |
|---|
| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 8 | 8 | | SECTION 1. DEFINITION. In this Act, "committee" means the |
|---|
| 9 | 9 | | committee reestablished under Section 2 of this Act. |
|---|
| 10 | 10 | | SECTION 2. COMMITTEE. (a) The committee established by |
|---|
| 11 | 11 | | Chapter 734 (H.B. 4056), Acts of the 87th Legislature, Regular |
|---|
| 12 | 12 | | Session, 2021, is reestablished to continue carrying out the |
|---|
| 13 | 13 | | committee's duties. A person who served on the committee |
|---|
| 14 | 14 | | established by Chapter 734 may be reappointed to the committee |
|---|
| 15 | 15 | | under Subsection (b) of this section by the relevant appointing |
|---|
| 16 | 16 | | authority. |
|---|
| 17 | 17 | | (b) The committee is composed of 18 members as follows: |
|---|
| 18 | 18 | | (1) one member appointed by the governor who serves as |
|---|
| 19 | 19 | | presiding officer; |
|---|
| 20 | 20 | | (2) one member appointed jointly by the lieutenant |
|---|
| 21 | 21 | | governor and the speaker of the house of representatives who serves |
|---|
| 22 | 22 | | as assistant presiding officer; |
|---|
| 23 | 23 | | (3) five senators appointed by the lieutenant |
|---|
| 24 | 24 | | governor; |
|---|
| 25 | 25 | | (4) five members of the house of representatives |
|---|
| 26 | 26 | | appointed by the speaker of the house of representatives; and |
|---|
| 27 | 27 | | (5) six nonvoting members appointed by the governor |
|---|
| 28 | 28 | | who are residents of this state with at least one member appointed |
|---|
| 29 | 29 | | from each state senatorial district that contains one of the |
|---|
| 30 | 30 | | following: |
|---|
| 31 | 31 | | (A) Fair Park; |
|---|
| 32 | 32 | | (B) the San Jacinto Battleground State Historic |
|---|
| 33 | 33 | | Site; |
|---|
| 34 | 34 | | (C) the Alamo; |
|---|
| 35 | 35 | | (D) the State Capitol; or |
|---|
| 36 | 36 | | (E) Washington-on-the-Brazos State Historic |
|---|
| 37 | 37 | | Site. |
|---|
| 38 | 38 | | (c) The committee must reflect the racial, ethnic, and |
|---|
| 39 | 39 | | geographic diversity of this state. |
|---|
| 40 | 40 | | (d) The committee shall meet at the call of the presiding |
|---|
| 41 | 41 | | officer. Committee meetings may be held in person, by telephone, or |
|---|
| 42 | 42 | | by other means of communication. |
|---|
| 43 | 43 | | (e) The committee may establish subcommittees to assist the |
|---|
| 44 | 44 | | committee in carrying out its duties under this Act. |
|---|
| 45 | 45 | | (f) A member of the committee may not receive compensation |
|---|
| 46 | 46 | | for service on the committee. |
|---|
| 47 | 47 | | (g) The General Land Office and the Texas Historical |
|---|
| 48 | 48 | | Commission shall provide administrative support services at the |
|---|
| 49 | 49 | | request of the committee, including assisting in drafting and |
|---|
| 50 | 50 | | compiling the report required by this Act. |
|---|
| 51 | 51 | | (h) Committee meetings must be open to the public. |
|---|
| 52 | 52 | | SECTION 3. STUDY; REPORT. (a) The committee shall study |
|---|
| 53 | 53 | | the formation of a Texas Bicentennial Commission to plan this |
|---|
| 54 | 54 | | state's celebration of the 2036 bicentennial, including: |
|---|
| 55 | 55 | | (1) the composition of the commission, the manner of |
|---|
| 56 | 56 | | appointing its members, and the total number of members; and |
|---|
| 57 | 57 | | (2) the scope and duties of the commission. |
|---|
| 58 | 58 | | (b) Not later than September 30, 2024, the committee shall |
|---|
| 59 | 59 | | submit a written report to each member of the legislature with |
|---|
| 60 | 60 | | recommendations on the areas of study described by Subsection (a) |
|---|
| 61 | 61 | | of this section and any other recommendations the committee |
|---|
| 62 | 62 | | considers appropriate. The committee shall submit a second report |
|---|
| 63 | 63 | | to each member of the legislature not later than September 30, 2026, |
|---|
| 64 | 64 | | covering the committee's activities performed after the date the |
|---|
| 65 | 65 | | first report is submitted. |
|---|
| 66 | 66 | | SECTION 4. EXPIRATION. The committee is abolished and this |
|---|
| 67 | 67 | | Act expires January 1, 2027. |
|---|
| 68 | 68 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
|---|
| 69 | 69 | | 1, 2023. |
