66 AN ACT
77 relating to the establishment of The University of Texas at Austin
88 Civitas School of Civic and International Leadership.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 67, Education Code, is amended by adding
1111 Subchapter F to read as follows:
1212 SUBCHAPTER F. THE UNIVERSITY OF TEXAS CIVITAS SCHOOL OF CIVIC AND
1313 INTERNATIONAL LEADERSHIP
1414 Sec. 67.81. DEFINITION. In this subchapter, "school" means
1515 The University of Texas Civitas School of Civic and International
1616 Leadership.
1717 Sec. 67.82. ACADEMIC UNIT OF UNIVERSITY. The University of
1818 Texas Civitas School of Civic and International Leadership is an
1919 academic unit of The University of Texas at Austin with the
2020 authority to house tenured or tenure-track faculty.
2121 Sec. 67.83. ORGANIZATION; FACULTY ALLOTMENT; APPOINTMENTS.
2222 (a) The school shall be led by a dean, who shall:
2323 (1) report to the university's president and provost;
2424 and
2525 (2) serve as the school's executive director.
2626 (b) The school must be allotted at least fifteen tenured or
2727 tenure-track faculty positions.
2828 (c) A faculty member of the school may hold or obtain joint
2929 appointment in another unit of the university.
3030 Sec. 67.84. BOARD OF ADVISORS. (a) The inaugural dean of
3131 the school, in consultation with the board and the university's
3232 president, shall appoint a board of advisors to serve staggered
3333 terms.
3434 (b) The board of advisors shall participate in any future
3535 processes to select successor deans of the school.
3636 Sec. 67.85. PURPOSES. The purposes of the school are to:
3737 (1) educate future civic leaders through the study of
3838 the ideas, institutions, and practices that sustain free societies;
3939 (2) educate future global leaders in strategy and
4040 statecraft by integrating the wisdom of history with current
4141 challenges;
4242 (3) assist in ensuring that The University of Texas at
4343 Austin promotes independent thought, civil discourse, and free
4444 speech among students enrolled at the university; and
4545 (4) provide United States civics education training
4646 and resources to teachers in public schools in this state.
4747 Sec. 67.86. COURSES, PROGRAMS, AND EVENTS. The school may
4848 offer general education courses, honors courses, undergraduate or
4949 graduate degree programs, nondegree programs, and public events
5050 that further the school's purposes described by Section 67.85.
5151 Sec. 67.87. PHILANTHROPIC NAME CHANGE. The board may
5252 change the first word of school's name consistent with the board's
5353 philanthropic naming governance procedures.
5454 Sec. 67.88. ANNUAL REPORT. Not later than February 1 of
5555 each year, the dean of the school shall submit to the chair of each
5656 standing committee of the legislature with primary jurisdiction
5757 over higher education a report that includes:
5858 (1) the total amount of funding received by the school
5959 during the preceding calendar year;
6060 (2) a description of the current faculty positions,
6161 courses, and degree programs offered by the school; and
6262 (3) a description of significant special events or
6363 initiatives offered by the school during the preceding calendar
6464 year.
6565 SECTION 2. Not later than January 15, 2024, The University
6666 of Texas at Austin shall establish The University of Texas Civitas
6767 School of Civic and International Leadership as provided by
6868 Subchapter F, Chapter 67, Education Code, as added by this Act.
6969 SECTION 3. Not later than February 1, 2025, the dean of The
7070 University of Texas Civitas School of Civic and International
7171 Leadership shall submit the initial report required by Section
7272 67.88, Education Code, as added by this Act.
7373 SECTION 4. This Act takes effect September 1, 2023.
