9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 48.111(a), Education Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | (a) Except as provided by Subsection (c), a school district |
---|
13 | 13 | | is entitled to an annual allotment equal to the basic allotment |
---|
14 | 14 | | multiplied by the applicable weight under Subsection (a-1) for each |
---|
15 | 15 | | enrolled student equal to the greater of: |
---|
16 | 16 | | (1) the difference, if the difference is greater than |
---|
17 | 17 | | zero, that results from subtracting 250 from the difference between |
---|
18 | 18 | | the number of students enrolled in the district during the school |
---|
19 | 19 | | year immediately preceding the current school year and the number |
---|
20 | 20 | | of students enrolled in the district during the school year six |
---|
21 | 21 | | years preceding the current school year; or |
---|
22 | 22 | | (2) the average annual growth in student enrollment in |
---|
23 | 23 | | the district for the preceding three school years, if the growth in |
---|
24 | 24 | | student enrollment in the district for the preceding three school |
---|
25 | 25 | | years is in the top quartile of student enrollment growth in school |
---|
26 | 26 | | districts in the state for that period, as determined by the |
---|
27 | 27 | | commissioner. |

28 | 28 | | SECTION 2. This Act takes effect September 1, 2023. |
