55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the inclusion of the National Sexual Assault Hotline on
88 certain student identification cards issued by a public institution
99 of higher education.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. The heading to Section 51.91941, Education Code,
1212 is amended to read as follows:
1313 Sec. 51.91941. SUICIDE PREVENTION AND SEXUAL ASSAULT
1414 INFORMATION REQUIRED ON STUDENT IDENTIFICATION CARD.
1515 SECTION 2. Section 51.91941(b), Education Code, is amended
1616 to read as follows:
1717 (b) Each student identification card issued by an
1818 institution of higher education:
1919 (1) must have printed on the card the contact
2020 information for:
2121 (A) the National Suicide Prevention Lifeline;
2222 [and]
2323 (B) the Crisis Text Line; and
2424 (C) the National Sexual Assault Hotline; and
2525 (2) may have printed on the card the contact
2626 information for:
2727 (A) the campus police department or security for
2828 the campus at which the student to whom the card is issued regularly
2929 attends classes or, if the campus does not have a campus police
3030 department or security, a local nonemergency police contact;
3131 (B) the campus health clinic for the campus at
3232 which the student to whom the card is issued regularly attends
3333 classes or, if the campus does not have a health clinic, a local
3434 health clinic; and
3535 (C) a local suicide prevention hotline, if
3636 available.
3737 SECTION 3. Section 51.91941(b), Education Code, as amended
3838 by this Act, applies only to a student identification card issued on
3939 or after the effective date of this Act.
4040 SECTION 4. This Act takes effect immediately if it receives
4141 a vote of two-thirds of all the members elected to each house, as
4242 provided by Section 39, Article III, Texas Constitution. If this
4343 Act does not receive the vote necessary for immediate effect, this
4444 Act takes effect September 1, 2023.
