55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to required training regarding trauma-informed care for
88 certain child-care providers.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 42.0421, Human Resources Code, is
1111 amended by adding Subsection (c-1) to read as follows:
1212 (c-1) The minimum training standards prescribed by the
1313 executive commissioner under Section 42.042(p) must require an
1414 employee, director, or operator of a child-care facility or family
1515 home that provides care for children younger than five years of age
1616 to complete a training program regarding trauma-informed care and
1717 the effect of trauma on children at least once every three years.
1818 The training may be included as a component of any other training
1919 required by this section.
2020 SECTION 2. As soon as practicable after the effective date
2121 of this Act, the executive commissioner of the Health and Human
2222 Services Commission shall adopt the rules necessary to implement
2323 the changes in law made by this Act.
2424 SECTION 3. This Act takes effect September 1, 2023.
