5	5	relating to the eligibility of certain events for funding under the
6	6	Major Events Reimbursement Program.
7	7	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	8	SECTION 1. Section 478.0001(3), Government Code, as amended
9	9	by Chapters 10 (H.B. 1472), 102 (S.B. 1265), 605 (S.B. 1155), and
10	10	915 (H.B. 3607), Acts of the 87th Legislature, Regular Session,
11	11	2021, is reenacted and amended to read as follows:
12	12	(3) "Event" means any of the following and includes
13	13	any activity related to or associated with the following:
14	14	(A) the Academy of Country Music Awards;
15	15	(B) the Amateur Athletic Union Junior Olympic
16	16	Games;
17	17	(C) the Bassmaster Classic;
18	18	(D) a Big 12 Football Conference Championship
19	19	game;
20	20	(E) [(D)] the Breeders' Cup World Championships;
21	21	(F) the CMT (Country Music Television) Music
22	22	Awards;
23	23	(G) [(E)] a game of the College Football Playoff
24	24	or its successor;
25	25	(H) [(F)] the Confederation of North, Central
26	26	America and Caribbean Association Football (Concacaf) Gold Cup;
27	27	(I) [(F)] a CONVRG conference;
28	28	(J) [(G)] an Elite Rodeo Association World
29	29	Championship;
30	30	(K) a Federation Equestre Internationale World
31	31	Cup Final;
32	32	(L) a Federation Internationale de Motocyclisme
33	33	(FIM) World Supercross Championship race;
34	34	(M) the [(H) a] Formula One United States Grand
35	35	Prix [automobile race];
36	36	(N) [(I)] the largest event held each year at a
37	37	sports entertainment venue in this state with a permanent seating
38	38	capacity, including grandstand and premium seating, of at least
39	39	125,000 on September 1, 2021;
40	40	(O) [(J)] the Major League Baseball All-Star
41	41	Game;
42	42	(P) [(K)] the Major League Soccer All-Star Game
43	43	or the Major League Soccer Cup;
44	44	(Q) [(L)] a mixed martial arts championship;
45	45	(R) [(M)] the Moto Grand Prix of the United

47	47	(S) [(N)] the National Association for Stock Car
48	48	Auto Racing (NASCAR):
49	49	(i) All-Star Race;
50	50	(ii) season-ending Championship Race; or

54	54	(U) [(P)] a National Collegiate Athletic
55	55	Association Final Four tournament game;
56	56	(V) [(Q)] the National Collegiate Athletic
57	57	Association men's or women's lacrosse championships;
58	58	(W) [(R)] a national collegiate championship of
59	59	an amateur sport sanctioned by the national governing body of the
60	60	sport that is recognized by the United States Olympic Committee;
61	61	(X) [(S)] the National Cutting Horse Association
62	62	Triple Crown;
63	63	(Y) [(T)] the National Hockey League All-Star
64	64	Game;
65	65	(Z) the National Hot Rod Association Fall
66	66	Nationals at the Texas Motorplex;

68	68	the Republican National Committee or the Democratic National
69	69	Committee;
70	70	(BB) [(V) a championship event in] the
71	71	National Reined Cow Horse Association (NRCHA) Championship Series;

91	91	SECTION 2. Section 478.0001(7), Government Code, as amended
92	92	by Chapters 10 (H.B. 1472), 102 (S.B. 1265), and 915 (H.B. 3607),
93	93	Acts of the 87th Legislature, Regular Session, 2021, is reenacted
94	94	and amended to read as follows:
95	95	(7) "Site selection organization" means:

151	151	(iv) the United States Olympic Committee.
152	152	SECTION 3. Section 478.0051, Government Code, is amended by
153	153	adding Subsection (c) to read as follows:
154	154	(c) Notwithstanding Subsection (b), an event described by
155	155	Section 478.0001(3)(GG) may receive funding through the program if
156	156	a portion of the event is held at one or more sites located in
157	157	another state or country.
158	158	SECTION 4. Section 478.0052, Government Code, is amended to
159	159	read as follows:
160	160	Sec. 478.0052. SINGLE EVENT CLASSIFICATION FOR ELIGIBILITY
161	161	PURPOSES. For purposes of Section 478.0051:
162	162	(1) [,] each presidential general election debate in a
163	163	series of presidential debates before a general election is
164	164	considered a separate, single event; and
165	165	(2) each series of games for the World Cup soccer
166	166	tournament held in a market area designated for that series is
167	167	considered a separate, single event.
168	168	SECTION 5. Subchapter B, Chapter 478, Government Code, is
169	169	amended by adding Section 478.00525 to read as follows:
170	170	Sec. 478.00525. SINGLE YEAR CLASSIFICATION FOR ELIGIBILITY
171	171	PURPOSES FOR CERTAIN SPORTING EVENTS. For purposes of Sections
172	172	478.0051(b)(1) and (3), a sporting event listed in Section
173	173	478.0001(3) is considered to be held one time in each year if the
174	174	event is held only one time in any annual season for that sport.
175	175	SECTION 6. Section 478.0053, Government Code, is amended to
176	176	read as follows:
177	177	Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
178	178	REQUIREMENT FOR CERTAIN LARGE VENUES. Section 478.0051(b)(1) does
179	179	not apply to an event described by Section 478.0001(3)(N)
180	180	[478.0001(3)(H)]. If an endorsing municipality or endorsing county
181	181	requests the office to make a determination under Section 478.0102
182	182	for an event described by Section
183	183	478.0001(3)(N) [478.0001(3)(H)], the remaining provisions of this
184	184	chapter apply to that event as if the event satisfied the
185	185	eligibility requirements under Section 478.0051(b)(1).
186	186	SECTION 7. Subchapter B, Chapter 480, Government Code, is
187	187	amended by adding Section 480.00515 to read as follows:
188	188	Sec. 480.00515. SINGLE YEAR CLASSIFICATION FOR ELIGIBILITY
189	189	PURPOSES FOR CERTAIN SPORTING EVENTS. For purposes of Sections
190	190	480.0051(1) and (3), a sporting event is considered to be held one
191	191	time in each year if the event is held only one time in any annual
192	192	season for that sport.
193	193	SECTION 8. To the extent of any conflict, this Act prevails
194	194	over another Act of the 88th Legislature, Regular Session, 2023,
195	195	relating to nonsubstantive additions to and corrections in enacted
196	196	codes.
197	197	SECTION 9. This Act takes effect September 1, 2023.
