55 relating to the eligibility of certain events for funding under the
66 Major Events Reimbursement Program.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 478.0001(3), Government Code, as amended
99 by Chapters 10 (H.B. 1472), 102 (S.B. 1265), 605 (S.B. 1155), and
1010 915 (H.B. 3607), Acts of the 87th Legislature, Regular Session,
1111 2021, is reenacted and amended to read as follows:
1212 (3) "Event" means any of the following and includes
1313 any activity related to or associated with the following:
1414 (A) the Academy of Country Music Awards;
1515 (B) the Amateur Athletic Union Junior Olympic
1616 Games;
1717 (C) the Bassmaster Classic;
1818 (D) a Big 12 Football Conference Championship
1919 game;
2020 (E) [(D)] the Breeders' Cup World Championships;
2121 (F) the CMT (Country Music Television) Music
2222 Awards;
2323 (G) [(E)] a game of the College Football Playoff
2424 or its successor;
2525 (H) [(F)] the Confederation of North, Central
2626 America and Caribbean Association Football (Concacaf) Gold Cup;
2727 (I) [(F)] a CONVRG conference;
2828 (J) [(G)] an Elite Rodeo Association World
2929 Championship;
3030 (K) a Federation Equestre Internationale World
3131 Cup Final;
3232 (L) a Federation Internationale de Motocyclisme
3333 (FIM) World Supercross Championship race;
3434 (M) the [(H) a] Formula One United States Grand
3535 Prix [automobile race];
3636 (N) [(I)] the largest event held each year at a
3737 sports entertainment venue in this state with a permanent seating
3838 capacity, including grandstand and premium seating, of at least
3939 125,000 on September 1, 2021;

4242 (P) [(K)] the Major League Soccer All-Star Game

152152 SECTION 3. Section 478.0051, Government Code, is amended by
153153 adding Subsection (c) to read as follows:
154154 (c) Notwithstanding Subsection (b), an event described by
155155 Section 478.0001(3)(GG) may receive funding through the program if
156156 a portion of the event is held at one or more sites located in
157157 another state or country.
158158 SECTION 4. Section 478.0052, Government Code, is amended to
159159 read as follows:
160160 Sec. 478.0052. SINGLE EVENT CLASSIFICATION FOR ELIGIBILITY
161161 PURPOSES. For purposes of Section 478.0051:
162162 (1) [,] each presidential general election debate in a
163163 series of presidential debates before a general election is
164164 considered a separate, single event; and
165165 (2) each series of games for the World Cup soccer
166166 tournament held in a market area designated for that series is
167167 considered a separate, single event.
168168 SECTION 5. Subchapter B, Chapter 478, Government Code, is
169169 amended by adding Section 478.00525 to read as follows:
170170 Sec. 478.00525. SINGLE YEAR CLASSIFICATION FOR ELIGIBILITY
171171 PURPOSES FOR CERTAIN SPORTING EVENTS. For purposes of Sections
172172 478.0051(b)(1) and (3), a sporting event listed in Section
173173 478.0001(3) is considered to be held one time in each year if the
174174 event is held only one time in any annual season for that sport.
175175 SECTION 6. Section 478.0053, Government Code, is amended to
176176 read as follows:
177177 Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
178178 REQUIREMENT FOR CERTAIN LARGE VENUES. Section 478.0051(b)(1) does
179179 not apply to an event described by Section 478.0001(3)(N)
180180 [478.0001(3)(H)]. If an endorsing municipality or endorsing county
181181 requests the office to make a determination under Section 478.0102
182182 for an event described by Section
183183 478.0001(3)(N) [478.0001(3)(H)], the remaining provisions of this
184184 chapter apply to that event as if the event satisfied the
185185 eligibility requirements under Section 478.0051(b)(1).
186186 SECTION 7. Subchapter B, Chapter 480, Government Code, is
187187 amended by adding Section 480.00515 to read as follows:
188188 Sec. 480.00515. SINGLE YEAR CLASSIFICATION FOR ELIGIBILITY
189189 PURPOSES FOR CERTAIN SPORTING EVENTS. For purposes of Sections
190190 480.0051(1) and (3), a sporting event is considered to be held one
191191 time in each year if the event is held only one time in any annual
192192 season for that sport.
193193 SECTION 8. To the extent of any conflict, this Act prevails
194194 over another Act of the 88th Legislature, Regular Session, 2023,
195195 relating to nonsubstantive additions to and corrections in enacted
196196 codes.
197197 SECTION 9. This Act takes effect September 1, 2023.
