| 5 | 5 | | relating to rules permitting service dogs in the Capitol. |

| 6 | 6 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 7 | 7 | | SECTION 1. Section 443.018(b), Government Code, is amended |
|---|
| 8 | 8 | | to read as follows: |
|---|
| 9 | 9 | | (b) The rules adopted under Subsection (a) shall include |
|---|
| 10 | 10 | | rules that: |
|---|
| 11 | 11 | | (1) prohibit persons from attaching signs, banners, or |
|---|
| 12 | 12 | | other displays to a part of the Capitol or to a structure, including |
|---|
| 13 | 13 | | a fence, on the grounds of the Capitol except as approved by the |
|---|
| 14 | 14 | | board; |
|---|
| 15 | 15 | | (2) prohibit a visitor from placing furniture in the |
|---|
| 16 | 16 | | Capitol or on the grounds of the Capitol for a period that exceeds |
|---|
| 17 | 17 | | 24 hours except as approved by the board; |
|---|
| 18 | 18 | | (3) prohibit the setting up or placement of camping |
|---|
| 19 | 19 | | equipment, shelter, or related materials in the Capitol or on the |
|---|
| 20 | 20 | | grounds of the Capitol except as approved by the board; |
|---|
| 21 | 21 | | (4) prohibit actions that block ingress and egress: |
|---|
| 22 | 22 | | (A) into the Capitol building; or |
|---|
| 23 | 23 | | (B) rooms or hallways within the Capitol |
|---|
| 24 | 24 | | building, except as approved by the board; |
|---|
| 25 | 25 | | (5) prohibit actions that pose a risk to safety; |
|---|
| 26 | 26 | | (6) provide that members of the public must leave the |
|---|
| 27 | 27 | | Capitol when the building is closed to the public; |
|---|
| 28 | 28 | | (7) provide that all pets except service [Seeing Eye] |
|---|
| 29 | 29 | | dogs are not permitted in the Capitol, and shall be restrained at |
|---|
| 30 | 30 | | all times on a leash or similar device in the immediate control of |
|---|
| 31 | 31 | | the owner while on the grounds of the Capitol, except as approved by |
|---|
| 32 | 32 | | the board; |
|---|
| 33 | 33 | | (8) prohibit the use of skateboards, rollerblades, and |
|---|
| 34 | 34 | | rollerskates in the Capitol or on the grounds of the Capitol; and |
|---|
| 35 | 35 | | (9) prohibit a vendor or commercial enterprise from |
|---|
| 36 | 36 | | operating in the Capitol or on the grounds of the Capitol unless the |
|---|
| 37 | 37 | | vendor or commercial enterprise is authorized to do so by the board. |
|---|
| 38 | 38 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 39 | 39 | | of this Act, the State Preservation Board shall update the rules |
|---|
| 40 | 40 | | required by Section 443.018, Government Code, as amended by this |
|---|
| 41 | 41 | | Act. |
|---|
| 42 | 42 | | SECTION 3. This Act takes effect September 1, 2023. |
